Consolidating organization and enhancing fighting capacity
Following the reorganization, the entire province retains 888 village and residential group Party cells, a reduction of 558 cells compared to before the restructuring. Behind the shift in numbers lies a greater imperative for each reorganized cell to possess adequate personnel and designated posts while simultaneously enhancing leadership capacity, fighting strength, and mass mobilization capabilities.
Promoting the core leadership role of the Party cell and individual members, the Party Cell of Mường Anh village, Pa Ham commune, swiftly established disciplined operations for the party organization and community through working regulations and specific assignment of tasks to each cell committee member and party member.
Lò Văn Phiêng, Secretary of the Mường Anh village Party Cell, stated that the new cell committee was selected meticulously to guarantee ethical quality, competence, and prestige. It combines young, well-trained comrades adept at technology with experienced veterans deeply familiar with local conditions, thereby maximizing leadership capacity, strengthening member solidarity, and mobilizing villagers to fulfill socioeconomic development goals and build increasingly prosperous residential areas.
The proactive approach adopted by the Mường Anh cell helps committee members and party members clearly understand their responsibilities, ensuring that cell resolutions are translated into practical deeds aligned with residents’ daily lives.
Statistics indicate that among the 888 village and residential group Party cells across the province, 654 cells have established cell committees, 63 have a secretary and deputy secretary, and 171 operate with a secretary alone. The size of party cells has also evolved to bolster organizational strength, with 549 cells comprising 15 or more members, 162 cells having between 9 and 15 members, 84 cells having between 6 and 8 members, and 93 cells operating with fewer than 6 members.
To improve meeting quality and promote the role of party members, 26,893 members participate in village and residential group Party cells across the province, including 14,189 holding upper secondary education diplomas and 9,123 holding lower secondary education diplomas. In terms of professional qualifications, 5,535 members possess university degrees or higher.
Many localities have prioritized rejuvenating cell leadership by combining continuity with innovation. Young party members possessing professional expertise and technological competence are entrusted with responsibilities, while the experience, prestige, and local familiarity of senior cadres continue to be utilized. This combination creates a contingent possessing both practical experience and adaptability to modern working methods.
Innovating Party cell operational methods
Upon consolidating their organizations, Party cells must swiftly operationalize new apparatuses to achieve substantive, effective results. Alongside restructuring workflows, technological applications are progressively introducing new operating methods for party organizations.
Across the province’s 888 village and residential group Party cells, 827 operate in areas connected to the national power grid and covered by internet access; 53 are located in areas lacking national grid electricity but covered by mobile and internet connectivity; and 57 operate in areas without national grid power. Notably, 693 cells and 22,692 party members are currently utilizing the Electronic Party Member Handbook. These figures highlight significant advances in the digital transformation of grassroots party organizations.
Hù A Dia, Head of Cổng Trời village, Na Sang commune, noted that within the cell, tech-savvy young party members guide older members step by step to familiarize themselves with the Electronic Party Member Handbook. Those who master the platform guide those who are learning, jointly updating information and grasping new directives. This approach enhances work efficiency while strengthening bonds among members during regular activities and task performance.
Grassroots experience shows that young party members are becoming a vital force driving the modernization of Party cell activities. Beyond handling tech-demanding assignments, they support senior cadres in adopting new working methods, fostering intergenerational connectivity within party organizations. As a result, from in-person meetings to utilizing the Electronic Party Member Handbook, and from issuing resolutions to conducting household outreach, the operational methods of party organizations are continually innovated.
Following the reorganization, 888 village and residential group Party cells have established themselves as solid political cores within local communities. Alongside 26,893 pioneering party members, newly formed villages have swiftly stabilized, operating a streamlined, more efficient apparatus to better serve the people.
