Sín Chải commune was established through the merger of three communes: Tả Sìn Thàng, Sín Chải, and Lao Xả Phình, covering an area of more than 18,889 hectares with 15 villages and 13,298 residents, over 90% of whom belong to the Hmông ethnic group. The vast territory, heavily fragmented terrain, transport difficulties, and challenging living conditions of the people place high demands on leadership and administration by local party committees and authorities in the new stage.
In this context, the commune Party Committee identifies building a clean and strong Party and political system as a key task. The apparatus has been consolidated toward streamlined efficiency with clear assignments of personnel and tasks, ensuring no operational disruptions after the merger. The commune Party Organization currently has 28 affiliated party organizations with 672 party members. In the first seven months of 2026, the entire Party Organization admitted 26 new party members, reaching over 80% of the target, while 100% of party members had their data updated on digital platforms and deployed the Electronic Party Member Handbook.
Inspection, supervision, and mass mobilization work continue to be strengthened. All party cells have formulated inspection and supervision programs, maintaining 63 “skillful mass mobilization” models linked to resolving public livelihood issues. Direct dialogues between the heads of local party committees and authorities and the people have been maintained, contributing to consolidating trust, enhancing social consensus, and promptly resolving emerging grassroots matters.
A prominent highlight following the reorganization is the promotion of digital transformation across political system activities. The commune Party Committee synchronously implemented Resolution No.57-NQ/TW and consolidated community digital technology teams across all 15 villages. All unclassified documents are processed electronically, work records are fully digitized, and leaders utilize digital signatures in administration. This represents a significant step in modernizing public administration and improving service delivery for the people.
In economic development, Sín Chải focuses on harnessing agricultural potential, progressively establishing commodity production zones. By July 2026, the commune had cultivated 316 hectares of seasonal wet rice, 130 hectares of upland rice, and 1,710 hectares of maize, while expanding industrial crop acreage. Coffee and macadamia have been identified as key crops, with approximately 190 hectares of coffee and 120 hectares of macadamia, while tea plantations remain stable at over 152 hectares. Animal husbandry continues to develop safely in line with local conditions.
Forest management and protection receive focused attention, bringing forest cover to 41.62%. Irrigation and domestic water supply systems are maintained, with over 90% of rural households accessing hygienic water. Trade, services, and cottage industries are developing step by step, contributing to diversifying livelihoods and increasing local incomes.
Parallel to economic growth, social welfare is consistently guaranteed. Support policies for poor households, social protection beneficiaries, and emergency relief are disbursed promptly, achieving a 100% health insurance coverage rate. Stable employment is maintained for local workers alongside the creation of new jobs, contributing to sustainable poverty reduction.
However, the locality still faces several challenges that require focused resolution, notably child marriage, with 15 recorded cases in the first seven months of the year. This social issue requires the coordinated involvement of the entire political system, bringing into play the role of village elders, influential figures, and mass organizations in communication and mobilization to gradually shift community awareness.
Leveraging scenic landscapes and ethnic cultural identities, Sín Chải is orienting community-based tourism development for the 2026-2030 period with a vision to 2035, linked to preserving traditional heritage and developing distinctive local products.
National defense and security remain firmly maintained, military recruitment targets were achieved at 100%, and political security as well as social order and safety stay stable without localized hotspots. Public petitions are received and settled promptly, reinforcing public confidence in party committees and authorities.
In the remaining months of the year, Sín Chải continues focusing on consolidating the political system and improving state administrative efficiency, accelerating the application of science and technology in agricultural production, fostering cooperatives and product consumption linkages, tightening land, resource, and environmental management, while speeding up investment projects, including the rural electrification program to connect remaining unpowered villages to the national grid.
Upholding the spirit of solidarity, discipline, responsibility, and innovation, the Party Organization, authorities, and people of Sín Chải commune are striving to transform administrative reorganization policies into development momentum, steadily elevating the material and spiritual well-being of the people and contributing to building a sustainably developing Điện Biên.
