Facing that reality, proactively preventing crime early, from afar, and right from the grassroots level is identified by the provincial Police as a crucial solution subject to regular and focused direction. The goal is to avoid being passive or caught by surprise, detecting and resolving emerging issues promptly right within residential areas to maintain political security, social order, and safety, while safeguarding the peaceful life of the people.

During the first 6 months of the year, the provincial Police forces organized 1,113 sessions for legal dissemination and education with 65,218 attendances. Alongside these were 6,324 mobile Dissemination sessions and broadcasts via grassroots loudspeaker systems, hanging 415 banners, slogans, panels, and posters, alongside distributing 1,361 crime prevention leaflets.

Dissemination work was also innovated toward effectively utilizing technology and digital platforms. Over the 6-month period, 5,576 news pieces, articles, videos, and reports were broadcast, posted, and shared across specialized pages, columns, fanpages, the Điện Biên Security YouTube channel, as well as central and local press agencies, attracting millions of views and interactions.

Alongside prevention, police forces resolutely combat various types of crime. In the first 6 months of the year, the provincial Police detected and arrested 285 cases with 371 drug-related offenders (a decrease of 49 cases, equivalent to 14.7% compared to the same period in 2025). Regarding economic and environmental crimes and legal violations, 202 cases involving 228 organizations and individuals were detected and handled, while social order offenses dropped by 10.6% compared to the same period.

While the aforementioned results are commendable, they leave no room for complacency. Narcotics remain a painful issue in Điện Biên due to the extensive border area featuring numerous trails, open paths, and proximity to Southeast Asia’s “drug hub,” alongside increasingly sophisticated and reckless methods employed by drug criminals. Therefore, fighting drug crimes must be closely linked with prevention early and from afar, placed as a top priority.

Pursuing the motto “relying on the people to protect national security,” the entire province currently maintains and promotes 43 models across 2,810 points under the “All People Protect National Security” movement. These models have contributed to creating an extensive preventive network, thereby promoting the role and responsibility of the people in detecting and denouncing crimes, as well as resolving emerging incidents within the community.

Amid changing domestic and global situations, to build a solid people’s security posture, the provincial Police forces must continue keeping a firm grasp of the area, especially promptly capturing potential risks. Focus must be placed on effectively preventing and combating drug and criminal offenses, alongside promptly detecting illegal religious propagation activities. Emerging issues must be resolved directly at the grassroots level without allowing minor incidents to become hot spots, preventing subjects from exploiting economic difficulties or limited public awareness to lure, incite, or violate the law.

Alongside this, coordination must be further enhanced between police forces and party committees, local authorities, the Fatherland Front, and socio-political organizations in crime prevention. Concurrently, security and order protection plans must be formulated and deployed proactively to ensure safety for key targets as well as local political, economic, and social events.

Maintaining security and order serves as a vital prerequisite for socio-economic development, as a safe locality builds confidence for citizens, businesses, and investors, making the construction of a people’s security posture not solely the duty of police forces, but the collective responsibility of the entire political system and society.
