Parallel to surveying and counting, the entire political system from commune to village levels has stepped up visits to the grassroots to disseminate information, mobilize, explain policies, and listen to the thoughts and aspirations of local residents. This decisive and synchronous involvement is progressively building consensus, unknotting site bottlenecks, and ensuring the project proceeds on schedule.
The Điện Biên 1 Solar Power Plant Project, invested by Vin Energo Điện Biên 1 Company Limited, has a designed capacity of 300MW with total investment exceeding VND 5,371 billion, covering an area of approximately 509 hectares across Điện Biên Phủ ward and the communes of Mường Ảng, Pu Nhi, Na Son, Mường Lạn, and Xa Dung.
Because the massive volume of site clearance directly impacts the productive land of numerous households, the People’s Committee of Na Son commune determined right from the outset of the provincial investment policy that mass mobilization work had to stay one step ahead. The commune People’s Committee issued a plan, established a project site clearance support team, and assigned clear responsibilities to each member in charge of specific localities. Concurrently, the commune brought into play the bridging role of party cell secretaries, village heads, and influential figures in bringing guidelines and policies to the people.
Nguyễn Thanh Lâm, Vice Chairman of the People’s Committee of Na Son commune, stated that to achieve public consensus, cadres must first thoroughly understand guidelines and master policies to explain them comprehensively to local residents. Local authorities identified the need to persevere with dissemination, listen, engage in dialogues, address each concern, and protect the legitimate rights and interests of the people in strict compliance with regulations. When residents understand the project’s significance and see that all policies are public, transparent, and fair, they will stand with local party committees and authorities in project implementation.
Communication and mobilization among residents in the project area have been carried out in diverse formats and contents, with dialogue placed at the center. At village meetings, local party committees and authorities devote considerable time to candid exchanges with residents. Concerns regarding acquired land acreage, compensation and support plans, and post-transfer livelihoods are addressed directly at the grassroots level by local authorities alongside specialized agencies. Following each meeting, village development boards continue visiting individual households to explain policies, grasp public sentiments, and promptly resolve emerging bottlenecks. This approach of visiting every home, clarifying every matter, and understanding every person has helped forge consensus, yielding positive initial progress in site clearance.
Na Lanh is one of the villages with the largest land area within the Điện Biên 1 Solar Power Plant Project zone in Na Son commune, with more than 30 hectares subject to acquisition across nearly 30 households. Most of the planned area consists of productive land tied to local livelihoods for generations, causing considerable hesitation and anxiety among many households during the initial stages over the prospect of losing farmland.
To address these concerns, commune cadres and the village development board made repeated household visits to communicate, engage in dialogue, and thoroughly explain investment policies, compensation and support frameworks, as well as livelihood stabilization orientations. Lò Thị Mai, Secretary of the Na Lanh village Party Cell, stated that cadres analyzed the situation to help villagers realize this is a provincial key project that, upon completion, will foster economic growth, increase budget revenues, and create new job opportunities, while ensuring all legitimate rights of local people are safeguarded. Once fully informed, villagers expressed complete support, and to date, Na Lanh village has completed site clearance for the project area.
The family of Lò Văn Hoàng in Na Lanh village holds more than 2 hectares of production land located inside the project zone. As this served as the family’s main farmland, he was initially troubled upon hearing the land acquisition announcement. However, after repeated direct visits and thorough explanations from commune officials, the cell secretary, and the village head regarding the project’s significance and support policies, he agreed to hand over the land and receive compensation.
Alongside dissemination, the People’s Committee of Na Son commune has collaborated with the provincial Land Fund Development Center and relevant agencies to urgently inspect, survey, tally the current status, and disburse support in line with regulations. Throughout the process, Na Son commune has strictly adhered to the motto “the people know, the people discuss, the people do, and the people inspect.” All information regarding support policies is publicized for residents to monitor and supervise. To date, Na Son commune has cleared nearly 23 hectares of land, with 41 households consenting to hand over their site.
Much work remains ahead, yet initial outcomes prove that when party committees and authorities stay close to the people, listen to their voices, and promptly resolve legitimate petitions, all difficulties can be overcome. This serves as an important foundation for the Điện Biên 1 Solar Power Plant to be deployed soon, contributing to unlocking renewable energy potential and propelling the province’s socioeconomic development in the new period.
