Over the past period, ensuring security and order in the province, particularly across highland and border communes, has consistently been identified by the provincial Police as a regular, central task. In the face of expansive areas and complex terrain, police forces proactively stay close to the grassroots, firmly grasp developments, and strengthen communication to mobilize the public to heighten legal compliance awareness, while synchronously carrying out crime prevention and combat solutions to maintain local stability and public safety.
In the first six months of the year, the provincial Police organized 1,113 legal dissemination and education sessions with 65,218 participants, carried out 6,324 mobile broadcasts and announcements via the grassroots loudspeaker network, and distributed 1,361 leaflets on crime prevention and control.
The provincial Police proactively carry out comprehensive prevention and combat measures against various crimes, stepping up situation monitoring to promptly detect, identify, and effectively handle complicated cases, particularly offenses violating social order, preventing localized hotspots and passive surprises, which maintains security, consolidates social discipline, and protects the peaceful, happy life of the people. In the first half of the year, decisions were issued to prosecute 62 cases with 168 defendants regarding social order offenses, achieving an investigation and clearance rate of 62 out of 69 cases, alongside investigating, solving, and arresting hundreds of suspects involved in drug-related crimes.
Across 15 border communes, security and order conditions harbor latent complexities, especially regarding cross-border crimes and social evils. Meeting this requirement, maintaining security and order is identified by local police units as a paramount mission. Under the motto of “prevention as the key,” border commune police focus on synchronously deploying operational measures to detect and settle arising issues right at the grassroots level, preventing security hotspots from forming. At the same time, they coordinate closely with functional forces, local authorities, and the public in territorial administration and crime prevention, contributing to preserving political stability, social order and safety, and peaceful communal life.
Promoting the role of a core force in maintaining security and order at the grassroots, the Police of Núa Ngam commune have synchronously carried out various operational aspects, proactively combating crime and ensuring peaceful lives for local residents. The commune police also accelerate legal dissemination through diverse formats, holding direct sessions in villages and schools, integrating outreach into cultural activities, and combining standard Vietnamese with ethnic languages for ease of understanding and memory. Since the beginning of the year, the commune police have coordinated 65 dissemination sessions, attracting thousands of participants.
Lieutenant Colonel Nguyễn Văn Chiến, Deputy Chief of the Police of Núa Ngam commune, stated that the unit proactively advised the commune Party Committee and local government on leading the “All People Protect National Security” movement and drafting security maintenance plans tailored to local realities. The unit actively reviews emerging hotspots and complex areas to include them in local transformation plans, while assigning officers and soldiers to stay close to the grassroots, monitor areas and demographics, and promptly detect and strictly handle legal violations.
Lò Văn Thiện from Na Tông village, Núa Ngam commune, shared that through legal dissemination sessions by the commune police, residents receive practical information on security conditions alongside the operational methods and tricks of various criminals, thereby raising vigilance, proactively preventing crimes to protect families, and actively reporting offenses to preserve peace in the village.
In Mường Chà commune, guided by the principle of “staying close to the people and the grassroots,” the commune police have effectively and synchronously carried out social crime prevention measures, organizing legal dissemination sessions regarding weapons, explosives, combat gears, and the Law on Drug Prevention and Control. They coordinated with border guards to conduct 10 border and area patrols with 100 participants, while working with commune departments and mass organizations to organize 48 outreach sessions with 2,865 participants signing pledges against storing and producing weapons, explosives, and combat gears, resulting in the surrender of 33 firearms of various kinds and 1 gun barrel.
Notably, the commune police advised the commune People’s Committee to consolidate 29 grassroots security and order teams across 29 local villages, while building four security self-management models encompassing “Peaceful Clan” across seven lineages, “Religious Group Self-Managing Security and Order,” “Fire Prevention Bell,” and “Fire Safety Inter-Household Group.”
Poòng Văn Hoàng, Head of the Grassroots Security and Order Team in Nà Khuyết village, shared that since the team was consolidated, members have regularly coordinated with the commune police to monitor the area and conduct night patrols, staying close to the grassroots and visiting households to mobilize legal compliance while promptly detecting and reporting arising incidents, thereby enhancing preventive awareness and preserving local security and peace.
With the spirit of “serving the people,” the Điện Biên provincial Police continue to maximize their core role, proactively preventing and combating crime while mobilizing the strength of the entire political system and the populace in national defense. From every village and grassroots security team, the people’s security posture is increasingly reinforced, safeguarding peace so that people can securely work, produce, and build prosperous, happy lives.
