Eighty-one years have elapsed, from arduous war years to homeland reconstruction, where faith and aspirations for independence and self-reliance have continuously driven the Party Organization, authorities, and people of Điện Biên to advance steadily on their development path.
Điện Biên is home to 19 fraternal ethnic groups. During the revolutionary struggle, local ethnic minority communities embraced revolutionary consciousness early, placing unwavering trust in the Party, the Government, and the chosen revolutionary path. Fostered by this faith, the people became a solid rear base for armed dissemination units. Revolutionary bases in Pú Nhung, Xa Dung, Tủa Thàng, and various other localities sheltered cadres through fierce enemy sweep operations. With the strength of public support, revolutionary seeds took deep root across the border region.
A major historical milestone occurred in August 1955 when the Party Cell of Quài Cang commune (now part of Tuần Giáo commune) was founded with five party members, becoming the first commune party cell in the Tuần Giáo region at that time. In the early 1950s, people living in the Thái - Mèo Autonomous Region faced severe hardships and widespread famine, while hostile forces exploited the situation for sabotage. In Tuần Giáo, local administrative authorities had been established, yet commune party cells and local party members were still lacking.
Addressing the imperative to establish grassroots party organizations as the leading core for revolutionary movements, the Tuần Giáo district Party Committee chose Quài Cang commune to pilot the first commune party cell in the area. In August 1955, the Quài Cang commune Party Cell was officially established with five party members, including one official and four probationary members, with Lò Văn Đôi from Kệt village trusted and appointed by the district Party Committee as Cell Secretary.
Under the leadership of the regional and district Party Committees, the commune party cell concentrated on directing economic development, boosting food production, land reclamation, multi-cropping, technical improvements, and gradually upgrading living standards. The pioneering and exemplary role of party members was actively promoted.
Inside a spacious house in Cuông village, Lò Văn Chung, aged 72, emotionally recalled the proud moment he officially became a Communist Party member participating in the Quài Cang Cell. Starting as a young party member, he subsequently held numerous local positions, such as Youth Union Secretary, Chairman of the commune People’s Committee, and Secretary of the commune Party Committee. Before retiring, he served for many years as Chairman of the commune Veterans’ Association.
Lò Văn Chung recalled that the Cuông village cell previously held joint activities with several other cells and had only five party members, while today it boasts nearly 30 members. Having received early revolutionary enlightenment, members effectively applied their acquired knowledge to guide and assist residents in rising above adversity, starting with communication to raise awareness and modernize production mindsets to improve living standards.
In Pa Xa village, Thanh Yên commune, faith in the Party is carried forward by a young generation of party members. Born into a family steeped in revolutionary traditions, Lò Thị Thu, an ethnic Lào, grew up listening to stories of local people wholeheartedly following the Party and Uncle Hồ during the struggle for independence and homeland defense. These stories motivated her to study, cultivate herself, and actively engage in local movements.
In 2025, Lò Thị Thu was admitted to the Party. For her, this honor and pride go hand in hand with setting an example, from developing family household economics to mobilizing local youth union members and villagers to build their homeland. Currently, Pa Xa village comprises 138 households with 586 residents, primarily of Lào and Khơ Mú ethnicities, and includes over 50 party members. Lò Văn Thoan, Secretary of the Pa Xa village Party Cell, affirmed that the contingent of party members regularly stays close to the grassroots, leading efforts to mobilize residents to eliminate temporary housing, construct new-style rural areas, and foster outstanding individuals for Party membership.
Steadfast faith in the Party is demonstrated not only through words, but through tangible transformations across the homeland of Điện Biên. Following liberation in 1954, the entire province recorded only 23 party cells with 212 party members, and cadre numbers were scarce. Overcoming hardships, poverty, and outdated customs, ethnic minorities remained loyal to the Party in building a new life. From then on, the political system was consolidated step by step, fulfilling leadership requirements to safeguard borders and drive socioeconomic progress.
Achievements recorded in 2026 continue to highlight the effectiveness of consensus among the Party, local authorities, and the people. In the first six months of the year, the province’s socioeconomic performance maintained positive growth momentum, with provincial GRDP rising by 8.67%, while Điện Biên welcomed roughly 965 thousand tourist arrivals, generating revenue growth of over 17%. Key infrastructure, urban, and tourism projects were rolled out, creating new development drivers. The public investment capital disbursement rate of the province topped the country, demonstrating the political determination of the entire system in implementing development goals.
In social life, the alignment between Party will and public consensus is reflected clearly in social welfare programs. Thousands of poor households have received concessional loans to expand production, hundreds of Great Solidarity houses have been constructed, and policy-beneficiary families and national contributors have received thoughtful care. When natural disasters strike, local authorities, functional forces, and residents join hands to overcome consequences and quickly stabilize living conditions.
Looking back on the 81-year journey from the historic autumn of 1945 to the present, the red thread running through the history of Điện Biên is the people’s unwavering faith in the Party. From revolutionary bases nestled in the mountains to contemporary village party cells with dozens of young members, and from post-war poverty to a rising and flourishing Điện Biên, all affirm a simple truth: wherever the Party remains close to the people and serves the people, the hearts of the people will remain firmly attached to the Party.
