Linked with the spirited “Three Bests” emulation movement, the Điện Biên provincial Police made a distinct mark with the meaningful project titled “Bringing the national power grid to villages.” This stands not merely as an infrastructure engineering project, but as a journey bringing light and faith to ethnic minority compatriots across arduous highland areas.

To extend electricity to remote hamlets and villages in Sáng Nhè commune, from the initial days of deployment, provincial police forces directly stayed close to villages and localities. Coordinating closely with functional forces, local Party committees, and authorities, they focused on surveying routes, clearing land, and mobilizing public consensus. Moving beyond dissemination work, over 300 cadres and soldiers contributing more than 1,000 workdays braved hardships and toil, directly carrying, shouldering, and pulling each meter of cable and each unit of construction materials across treacherous mountain passes and slopes.

With high resolve, after only 18 days and nights of lightning-speed construction, an immense workload was completed. The project’s investment scope encompasses over 5km of 35kV medium-voltage transmission lines, 50 reinforced utility poles, 2 transformer substations, alongside a 6.3km low-voltage distribution network, delivering the national power grid safely and reliably directly to each household. Bringing the national grid to villages resolves an essential infrastructure challenge, creating momentum for more than 200 households in disadvantaged villages across Sáng Nhè commune to escape poverty sustainably.

Thào A Linh, from Háng Chua village in Sáng Nhè commune, shared: “Our villagers are overjoyed and happy, because from now on we have the light of the national power grid. Having electricity provides us with added faith and hope; children have electric light to study in the evenings, and adults can watch television and learn how to do business, cultivate crops, and raise livestock better.”

Alongside the hallmarks of vanguard collectives, the “Three Bests” emulation movement has been nurtured by the sense of responsibility and quiet compassion of dedicated individuals.

Senior Captain Cà Văn Minh, Deputy Head of the Healthcare, Education, Labor, and Social Affairs Security Team under the Internal Political Security Division, chose to link the responsibility of a police soldier with disadvantaged lives through the “Police Foster Child” model. Operating perseveringly from July 2022 to date, 25 orphaned, disabled, and exceptionally disadvantaged children have received essential supplies. Funding is drawn from his personal savings and contributions and support from fellow comrades within the unit. The seeds of kindness sown over time have yielded sweet fruit: one child enrolled in vocational studies at a college, one studies steadily at provincial Ethnic Boarding High School, and many others persistently attend school.

That quiet, inspiring journey brought Senior Captain Cà Văn Minh recognition as one of Vietnam Television’s 100 exemplary figures in “Kind Deeds,” honored with a meeting with the General Secretary and State President.

Colonel Chu Thị Minh, Deputy Head of the Internal Political Security Division of the provincial Police, stated: “In the spirit of mutual love and assistance, Cà Văn Minh’s program has spread across the unit. We recognize and mobilize youth union members within the unit to join forces and work alongside Cà Văn Minh in implementing activities to assist disadvantaged children to rise in life.”

Over recent times, the “Three Bests” emulation movement in the Provincial Police has been sustained and expanded widely through unassuming, responsible actions by cadres and soldiers across all operational aspects. Notable examples include: Captain Nguyễn Duy Sơn of the Mobile Police Division and his comrades caring for and nurturing 40 children under the “Adopted Children of the Điện Biên provincial Police” program; Captain Đỗ Văn Linh of the Drug Crime Investigation Police Division running the free educational fanpage “Study for Exams with Linhteacher99” for hundreds of thousands of students; Sergeant Giàng A Thắng, a cadre of Hospital 7/5, with the “Bundle of Chopsticks of Love” model assisting over 50 kidney dialysis patients to secure additional employment, income, and faith to carry on. Most recently, Lieutenant Điêu Đức Trọng, Secretary of the Youth Union Branch of Mường Lay ward Police, promptly administered first aid, transported an accident victim for emergency treatment, and remained by the family’s side until the victim was out of critical danger.

The “Three Bests” emulation movement across the provincial Police has been spreading strongly, becoming a practical driving force for every cadre and soldier to train, dedicate themselves, and maintain close bonds with the people. Meaningful projects, noble actions, and kind deeds by collectives and individuals not only enhance the glorious tradition of the People’s Public Security forces, but also firmly consolidate the people’s security posture, contributing to building an increasingly prosperous, peaceful, and thriving Điện Biên homeland.
