An anchor of support for village cadres

ĐBP - Following administrative rearrangements, numerous residential areas across Điện Biên province have expanded in scale, placing greater demands on grassroots cadres.

In response, the Điện Biên provincial People’s Council enacted Resolution No.33/2026/NQ-HĐND regarding allowance and support policies for part-time personnel and active participants in villages and residential groups. This new policy provides motivation for grassroots cadres to feel secure in their roles and effectively perform assigned tasks.

Under Resolution No.33/2026/NQ-HĐND, allowance levels for key grassroots positions have increased significantly. Specifically, Party cell secretaries, heads of villages and leaders of residential groups in villages with 700 households or more, residential groups with 1,000 households or more, key national defense localities, border areas, and extremely disadvantaged villages receive an allowance coefficient equal to 2.2 times the statutory base salary, while heads of the Fatherland Front working committees receive 2.0 times the statutory base salary. Across the remaining localities, the corresponding allowance coefficients for these positions stand at 1.65 times and 1.5 times the statutory base salary.

The resolution also defines five titles for participants in village and residential group activities, comprising deputy village heads or deputy leaders of residential groups, secretaries of youth union branches, and heads of branches for the women’s union, farmers’ association, and veterans’ association. Among these, deputy village heads and deputy residential group leaders receive monthly support ranging from 0.55 to 0.65 times the statutory base salary depending on the locality, while other positions receive 0.3 times the statutory base salary per month. Resolution No.33/2026/NQ-HĐND took effect on August 18, 2026.

Ta Pao village in Mường Mùn commune was established by merging the former Ta Pao and Hát Khoang villages, currently comprising 145 households from the Hmông, Thái, and Khơ Mú ethnic groups. With an expanded territory and population, village cadres face a larger workload. Beyond disseminating and explaining Party guidelines and State laws to each residential cluster and household, village cadres regularly monitor local conditions, encourage residents to develop their household economies, maintain public order, and address emerging local issues.

Previously, Party cell secretaries and village heads received an allowance coefficient equal to 1.3 times the statutory base salary. Under the new policy, the upward adjustment serves as practical encouragement for those directly shouldering collective responsibilities in villages. Thào Văn Xiêng, Secretary of the Ta Pao Village Party Cell, shared that the increased allowance is a meaningful motivation, noting that participating in village affairs is primarily a responsibility to the community where one lives, and the province’s timely incentive reinforces their determination to fulfill all assigned duties.

In Huổi Chanh village, Núa Ngam commune, a distance of nearly 30km from the village to the commune center adds to the hardships of grassroots cadres, who must travel regularly to attend meetings, receive directives, and roll out tasks. Entrusted with the position of Village Head, Sềnh A Văn emphasized that regardless of the allowance, he always strives to perform his duties well, yet increasing the level of support offers practical encouragement for cadres in remote areas with difficult transport conditions like Huổi Chanh, inspiring them to stay dedicated, remain close to the grassroots, and better meet operational requirements.

Following the administrative restructuring, Núa Ngam commune comprises 18 villages. Immediately after Resolution 33 was issued, the commune focused on reviewing personnel and consolidating the contingent of part-time workers and community participants to guarantee full implementation of prescribed policies. Vì Văn Biến, Vice Chairman of the Núa Ngam Commune People’s Committee, stated that the new policy safeguards legitimate rights and motivates grassroots cadres to heighten their work ethic, actively promoting public outreach and fulfilling assigned responsibilities.

Across the entire province, Điện Biên now has 888 villages and residential groups, with 2,664 individuals holding three part-time positions and 4,440 people participating across the five activity-based titles. The timely issuance of Resolution No.33/2026/NQ-HĐND contributes to stabilizing the grassroots personnel network, ensuring that attentive policies provide the necessary drive for cadres to remain committed to their localities, stay close to the people, uphold grassroots democracy, and take part in local development.
