Part 1: The festival of election day reaches border villages

To prevent geographical distance and fragmented terrain from obstructing the people’s right to mastery on election day, provincial Border Guard officers and soldiers have stayed attached to villages and residents, visiting each household to disseminate information, mobilize participation, listen to aspirations, and assist voters. This dedication has delivered the vibrant atmosphere and key information of the grand festival to every frontier village.

Bringing election day into digital spaces

In remote border villages, residents encounter significant barriers in accessing information. Facing this reality, the Điện Biên provincial Border Guard Command renewed its communication methods to transmit election information swiftly and comprehensively to voters, combining traditional methods with the effective exploitation of digital spaces.

Spreading the election festival across digital environments, the Nậm Nhừ Border Post leveraged social networks, digital media products, and artificial intelligence (AI) to bring electoral information closer to voters. Determining that digital outreach must target practical, accessible content tailored to specific groups, the unit’s Digital Communications Team acted as a core force, editing essential legal regulations into concise, visual materials such as video clips, infographics, illustrations, leaflets, flyers, and Q&A series.

Specialized legal terminology was simplified and contextualized into everyday language, focusing directly on what citizens need to know and execute. Priority was given to using the Hmông language and dialects suited to each locality; for young voters, short videos and visual imagery were emphasized to match digital consumption habits on social media.

Major Đỗ Xuân Điềm, Political Officer of the Nậm Nhừ Border Post, shared that innovating methods, applying information technology, and utilizing digital platforms represent vital solutions to expand outreach, especially toward young voters and residents in remote villages. Centered on the Digital Communications Team, the unit edits election content into concise, visual formats adapted to local cognitive habits and languages, developing clips, infographics, and broadcasts in Hmông and other ethnic minority languages so residents can easily listen, comprehend, and remember.

Furthermore, the Nậm Nhừ Border Post integrated AI tools to support content creation, shortening editing and graphic design turnaround while diversifying communication formats. With AI assistance, a single legal topic can be converted into multiple outreach formats suited to varying voter groups.

Harnessing digital platforms also opened an effective outreach channel for officers and soldiers of the Thanh Luông Border Post. The unit compiled and published five news articles on the election across the “Đồn Biên phòng Thanh Luông” fanpage and the provincial Border Guard Command’s “Miền Hoa Ban” group, reaching hundreds of viewers. This approach conveys information on voter rights and obligations rapidly and visually, aligning with public media consumption habits, especially among youth. Alongside digital efforts, units prioritized ethnic language content, visual imagery, and the influence of reputable community elders to maximize reception across communities.

However, areas along the border still lack electricity, cellular signals, and internet access. Consequently, alongside digital communication, units sustained models such as the “Border Guard Loudspeaker,” village meetings, and direct household visits. Blending modern technology with face-to-face interaction has helped election information overcome physical isolation to reach every voter, safeguarding the people’s right to mastery.

The “Border Guard Loudspeaker” narrows distances

In remote villages where mountain roads remain treacherous, the loudspeaker of the green-epaulet soldiers has become a familiar sound to border compatriots. Mounted on vehicles and portable speaker carts, loudspeakers accompany officers and soldiers along village roads into residential clusters, delivering election news directly to the people. Through the “Border Guard Loudspeaker” model, personnel take the initiative to bring information down to the grassroots rather than waiting for residents to seek it out, bridging geographic gaps and bringing the national festival closer to each voter.

Ahead of the grand national event, the Thanh Luông Border Post stepped up awareness campaigns for cadres, soldiers, and local residents. To ensure internal personnel thoroughly grasped the contents and significance of the election, the unit held five study sessions for over 120 turns of officers and soldiers and broadcast 45 hours of programming over internal radio systems. Concurrently, the unit conducted 20 community mobilization sessions reaching 120 attendees and deployed 24 “Border Guard Loudspeaker” sessions across 73 villages.

During the peak outreach drive, the Thanh Luông Border Post formulated coordination plans with local departments, mass organizations, and functional forces to organize high-power mobile loudspeaker broadcasts. Three automobiles, 25 motorcycles, and personnel traveled across villages, hanging banners to form an extensive, visual campaign. From central points to scattered residential clusters, loudspeakers echoed continuously, reminding citizens of election day alongside the rights and duties of every voter.

Lieutenant Colonel Đoàn Thanh Tuấn, Political Officer of the Thanh Luông Border Post, stated that the “Border Guard Loudspeaker” and diverse communication channels significantly enhanced public awareness and civic responsibility. The mobile broadcasts brought information to difficult terrains, creating an enthusiastic atmosphere, reinforcing trust in the leadership of the Party and State, and fostering spirited momentum toward the universal election day.

In localities with high ethnic minority populations, border guard personnel researched and compiled contents in the national language and local ethnic tongues, delivering information in an approachable, concise, and easily understandable manner.

To meet local requirements, the Mường Nhé Border Post deployed five portable loudspeaker sessions, concentrating on regulations concerning elections of deputies to the National Assembly and People’s Councils at all levels.

Major Tô Trung Kiên, Deputy Political Officer of the Mường Nhé Border Post, noted that executing higher-level directives on mass mobilization and comprehensive election communication, the unit tailored measures to practical conditions. Implementing mobile loudspeaker broadcasts with an emphasis on ethnic minority languages helped bring election details closer to ethnic groups, fitting local realities and demographic characteristics.

While each unit operates across distinct terrains, demographics, and approaches, all Border Guard forces direct their efforts toward the grassroots, remaining close to the people to deliver information directly. Coordination between the Border Guard and local Party committees and administrations has served as a decisive factor in achieving effective election dissemination.

Nguyễn Văn Úy, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Mường Nhé commune, shared that local Border Guard officers and soldiers helped build public consensus, facilitating smooth and lawful election preparations. In particular, border officers traveled directly to remote, ethnic minority villages, broadcasting programs and conducting outreach in local dialects to broaden information access.

A community meeting, a vehicle carrying loudspeakers into a distant village, or a conversation with villagers along patrol routes all bridge geographic barriers and information gaps regarding the nation’s major political event. From loudspeaker announcements to ballots cast at polling booths, the green-epaulet soldiers ensure the people’s right to mastery is fully realized at the nation’s frontier, consolidating a firm people’s security posture to defend border sovereignty in the new era.
