For Điện Biên’s youths, that spirit is demonstrated through responsibility toward the community, dynamism, creativity, and practical tasks carried out across each locality.

Youth Union chapters at all levels in the province have concentrated on political, ideological, ethical, and lifestyle education for union members and young people through diverse forms. Cadres and union members study Hồ Chí Minh’s thought, morality, and style tied to the theme “Cadres, Party members, civil servants, and laborers of Điện Biên province implement the 3 Dares: dare to speak, dare to do, dare to take responsibility.” Theoretical concepts are brought closer to young people through journeys back to the source, visits to historical relics, incense offerings at martyrs’ cemeteries, and exchanges upholding traditional heritage. In the digital space, communication contents have renewed their delivery methods, helping stories of history, responsibility, patriotism, and dedication reach union members and youths in a natural, approachable manner.

Lò Xuân Hạnh, Deputy Secretary of the provincial Youth Union, noted that 100% of Youth Union cadres and members met requirements through inspection and evaluation rounds on studying and understanding Party and Youth Union resolutions as well as State policies and laws, with approximately 80% of young people reached by these contents. The entire province organized 62 dissemination activities, dialogues, forums, and creative communication models in highland, border, and ethnic minority areas.

The clearest manifestation of studying and practicing Uncle Hồ’s teachings among youth remains tangible grassroots tasks. From the start of the year to date, 40,789 participant turns of union members and young people engaged in activities organized by the Youth Union and Youth Federation. In each locality, tasks are tailored to practical needs: supporting disadvantaged students, caring for community health, maintaining environmental sanitation, landscaping surroundings, and joining social welfare activities. Youth footprints are left across remote, isolated, and border areas. Youth Union organizations held 156 activities directed toward disadvantaged and extremely difficult areas. Along the border line, youth union members took part in 176 border-and-marker patrol shifts involving roughly 2,000 participant turns, and coordinated 524 dissemination sessions for over 19,300 participant turns regarding responsibilities to safeguard territorial sovereignty and national border security.

In modern life, that spirit is also demonstrated by young people through another pathway: mastering technology and bringing it closer to the people. In Mường Thanh ward, Youth Union members participate actively in digital transformation activities within residential quarters. From online platform outreach and helping residents access public services to guiding the installation and use of digital apps, these seemingly modest tasks progressively integrate technology into daily life.

Trần Thị Phương Hoa, Secretary of the Mường Thanh ward Youth Union, shared: “We recognize youths have an advantage in accessing technology, so we must leverage our role in digital transformation. Most importantly, each union member must start by improving personal skills, then assist citizens with concrete, practical, easy-to-do tasks. When people know how to use online public services, digital platforms, or utilities on their mobile phones, we see our work is truly meaningful.”

At the 2026 dialogue conference between the Chairman of the provincial People’s Committee and youths under the theme “Điện Biên Youth with Aspirations for Development,” many opinions, petitions, and proposals from young people were submitted to provincial leaders. Contents centered on issues tied to youth livelihoods and futures, such as employment, startup ventures, career establishment, consumption of local agricultural produce, e-commerce, tourism development, digital transformation, digital skill enhancement, and nurturing the contingent of young cadres.

Participating in the dialogue, Nguyễn Nam Khánh, a union member from the Youth Union of Provincial Agencies and Enterprises Bloc, shared: “From questions concerning job opportunities and startups to aspirations of joining in homeland promotion and safeguarding digital spaces, one can see Điện Biên youths are increasingly proactive in engaging with local public matters. The dialogue offers an occasion for us to voice aspirations, propose solutions, and demonstrate responsibility toward where we live.”

Following the issuance of Directive No.07-CT/TW, Youth Union levels continue deepening the study and practice of Uncle Hồ’s teachings, linking it with the duties of each Youth Union organization and individual member. The Provincial Youth Union continues promoting Hồ Chí Minh’s thought and resolutions of the Party and the Youth Union, prioritizing education on ideals, traditions, ethics, and lifestyle for the younger generation. Volunteer activities continue heading toward difficult and border areas, aligned with building new rural areas and civilized urban spaces, environmental protection, supporting young entrepreneurship, and promoting initiatives.

Building the contingent of Youth Union cadres is emphasized toward practical competence. Each cadre is encouraged to pursue self-study proactively and update knowledge of political theory, professional operations, digital transformation skills, and social media usage to both fulfill work requirements and lead grassroots movements. In the new development phase, Điện Biên youths study and follow Uncle Hồ by performing assigned tasks well, daring to shoulder responsibility, sharing with the community, proactively learning new things, and nurturing aspirations to contribute to the homeland. The spirit of studying and practicing Hồ Chí Minh’s thought, morality, methodology, and style serves as the driving force for every young person to train themselves, mature, and join hands in building a thriving Điện Biên.
