In early August 2026, the Na Sang commune People’s Committee coordinated with Điện Biên Partnership Auction Company to successfully organize an auction of land use rights for plot No.01, cadastral adjustment excerpt map sheet No.01-2024 in Residential Group 6 (former), Na Sang commune. The land plot covers an area of 128.1 square meters with a starting price of VND 409.92 million. Following the auction process, Đinh Tiến Thắng, residing in Village 36 (Na Sang commune), won the auction with a bid of over VND 1.5 billion.
Trần Hồng Quân, Chairman of the Na Sang commune People’s Committee, emphasized that auction results contribute to elevating the efficiency of land fund management and exploitation, increasing local budget revenue, creating resources for infrastructure investment, driving socio-economic development, and fulfilling development goals of Na Sang commune in the coming period.
Over a month ago, the Project Management and Land Fund Development Board of Mường Ảng commune organized an auction of residential land use rights for 11 plots belonging to LK6, LK6.1, and LK6.2 land areas in the commune. The total area of the 11 auctioned land plots was 1,097.4 square meters. After completing all prescribed steps, all 11 land plots were auctioned successfully, with total winning auction proceeds reaching VND 15.438 billion, which was VND 9.405 billion higher than the total starting price, thereby contributing to creating resources for local investment and development.
Nguyễn Đăng Thắng, Deputy Director of the Project Management and Land Fund Development Board of Mường Ảng commune, stated that organizing the auction was conducted seriously and in compliance with legal provisions, guaranteeing openness, transparency, objectivity, and equality, while contributing to elevating state land management efficiency and utilizing resources effectively.
From auction sessions in the two communes of Na Sang and Mường Ảng, it is evident that exploiting land resources has contributed to increasing immediate budget revenue and, more importantly, strictly managing, properly utilizing, and promoting the long-term value of land funds. According to evaluations by the provincial People’s Committee, land revenue remains one of the crucial potentials, holding a decisive role in fulfilling the 2026 state budget revenue estimates.
Therefore, the province requested departments, sectors, and localities to concentrate on resolving bottlenecks in land management, accelerating the progress of formulating and adjusting master plans, determining specific land prices, executing site clearance, finalizing legal dossiers, and organizing land use rights auctions for eligible land areas. Alongside localities, the tax authority also clearly defines its role in managing and exploiting revenue from land.
According to Nguyễn Quang Việt, Head of the Điện Biên provincial Tax Department, the tax authority will coordinate closely with the Departments of Finance, Construction, and Agriculture and Environment alongside authorities of communes and wards to review all feasible projects to organize land use rights auctions promptly and collect land use levies within 2026.
In addition to reviewing feasible projects, the tax authority will intensify propaganda on new tax policies, elevate taxpayers’ law compliance awareness, and strictly manage arising revenue sources in the locality, guaranteeing land revenue and contributing to fulfilling assigned budget collection tasks.
However, to exploit revenue from land auctions effectively, localities must synchronously implement multiple tasks, from planning, land fund creation, and site clearance to finalizing legal dossiers, determining starting prices, and organizing auctions. Among these, the openness and transparency of the auction process serve as crucial factors that both guarantee participant rights and contribute to establishing the market value of assets.
Land is a finite resource, meaning bringing land funds to auction must ensure compliance with land use planning and plans, avoiding chasing short-term revenue goals while overlooking long-term land use efficiency. Initial outcomes in localities show that potential from land remains vast if managed methodically, exploited under regulations, and executed decisively, transforming land funds into concrete financial resources for development.
With synchronous involvement from departments, sectors, and local authorities, accelerating land use rights auctions for eligible plots creates vital additional revenue for the 2026 budget. This also serves as a crucial resource to invest in infrastructure, elevate public living standards, expand development space, and lay the foundation for Điện Biên to develop rapidly and sustainably in the coming years.
