Mùa A Sơn, Standing Deputy Secretary of the Provincial Party Committee, announced the decision to establish the Steering Committee for the implementation of projects commemorating the 70th anniversary of the Điện Biên Phủ Victory and approved the operating regulations of the Steering Committee, assigning specific tasks to each member.
Regarding the implementation status of the projects, he noted that 12 out of 21 projects have been allocated funding and are underway, while 9 projects have yet to receive funding and are not yet initiated.
Among the major long-term projects announced during the 70th-anniversary celebrations, those that have been allocated medium-term funding and funds for 2024 include the project to preserve and restore the Điện Biên Phủ Campaign’s Command Post, combined with the renovation of greenery at historical sites, and the project to supply rural electricity from the national grid.
At the meeting, delegates focused on discussing solutions to accelerate land clearance, investment procedures, construction, bidding, and selecting capable and qualified consultants and contractors to ensure the timely implementation of projects.
The delegates emphasised the need for a detailed timeline and specific work quantification for each period, ensuring the projects are completed according to the planned schedule. They also proposed that the Provincial People’s Committee establish an inter-agency appraisal task force to facilitate project approval processes.
Concluding the meeting, Cường urged district People's Committees with rural electrification projects from the national grid to immediately establish district-level Steering Committees, chaired by the Party Secretary, responsible for project progress and supervision.
The implementation of projects must ensure safety and involve thorough checks from the bidding, design, and construction stages to avoid selecting incompetent contractors. Specialised departments need to advise and assist the investors in expediting project completion.
The provincial People's Committee should strengthen inspections regarding design, technical aspects, documentation, and contractor capability.
For the project to preserve and restore the Điện Biên Phủ Campaign’s Command Post, combined with the renovation of greenery at historical sites, he emphasised the need for aesthetic quality and excellence in serving tourists.
Cường also highlighted the commitment to completing projects like the provincial stadium and the Youth Volunteer Monument.
Additionally, the provincial People's Committee needs to consider adding projects for constructing and renovating the memorial area for General Võ Nguyên Giáp in Mường Phăng and 23 other component relic sites, he said.
