Điện Biên Provincial People's Committee discusses eight main issues

ĐBP – Leaders of Điện Biên Province discussed and reviewed eight important issues and submissions during the regular monthly meeting held on 3 June.

The session was led by Chairman of the provincial People's Committee, Lê Thành Đô.

Representatives broadly agreed with the contents of the reports presented at the meeting.

Regarding the Outdoor Advertising Planning Project in Điện Biên Province to 2030, with a vision to 2035, some experts suggested unifying regulations and establishing specific coordination mechanisms between departments and branches. Competent agencies should implement rules on buffer zones, advertising billboard locations, and the implementation schedule.

Concluding this discussion, Chairman Đô required relevant units to review previously approved and granted plans and incorporate them into the scheme. Outdoor advertising planning should be considered an open plan and must comply with the requirements of the Law on Advertising. It must also ensure aesthetic, educational, and cultural norms, avoiding offensive content and preserving urban beauty.

For stand-alone advertisements and those attached to structures, experts need to develop suitable regulations to facilitate future management. Additionally, the application of information technology in advertising should be considered.

Leader of the Department of Transport gives opinions on the Outdoor Advertising Planning Project in Điện Biên Province.

Regarding the proposal to adjust the detailed planning at a scale of 1/500 for the Điện Biên Provincial Sports Centre, delegates agreed to expand the project's area and the parking lot. Concluding this matter, the Provincial People's Committee Chairman requested document drafting units and other relevant units to review the issued planning. Their duty involves discussing the project's legal basis and addressing site clearance work.

Discussing the project to reorganise administrative units at district and commune levels for the period 2023-25, Chairman Đô asked the Điện Biên Phủ City People's Committee to focus on completing and consulting with the municipal People's Council. The city will preside over and propose the urban classification plan after adjusting the administrative boundaries. The city should also complete the assessment for urban infrastructure development in Thanh Trường Ward.

The Mường Lay Town People's Committee is responsible for setting up a general plan to expand the administrative boundaries, conducting an urban classification assessment, and developing an urban development programme. Điện Biên Phủ City and Mường Lay Town must complete the documents no later than the middle of this month to submit to the provincial People's Council meeting. The Department of Home Affairs is tasked with coordinating with these two localities to complete the documents and submit them to the Ministry of Home Affairs before the end of this month.

With regard to the Resolution stipulating criteria for establishing security and public order protection teams, criteria for the teams' number of members, and ensuring good working conditions for the forces, representatives at the meeting agreed that the teams should consist of at least three members, including one leader, one deputy leader, and one employee. Their minimum allowances will be VNĐ1.1 million, VNĐ1.05 million, and VNĐ1 million (US$43, 41, and 39), respectively.

In addition, the Provincial People's Committee sought written opinions on the following matters: the project for developing mass physical training and sports in Điện Biên Province for the period 2023-25, with an orientation to 2030; a decision assigning organisations and individuals to perform provincial-level scientific and technological tasks using the State budget; a decision to decentralise the management of food safety in the field of industry and trade; and a decision to repeal certain resolutions of the Provincial People's Committee.
