He affirmed Điện Biên’s commitment to supporting initiatives that enable high school graduates to study and work in Japan in the near future.
He made these remarks on Friday while leading a provincial delegation to visit and work with Nara Higashi Hospital Group in Nara City, Japan. This activity was part of a broader visit to Japan. The delegation was received by Toshio Tetsumura, Chairman of Nara Higashi Hospital Group.
During the meeting, the two sides discussed issues related to the training of high-quality human resources and employment opportunities in Japan.
Toshio Tetsumura shared that Nara Higashi Hospital Group operates Hayama Japanese Language School, which trains nursing and caregiving professionals with advanced Japanese language proficiency and specialised knowledge.
The school provides a seamless education-to-employment pathway, offering a conducive learning environment, accommodations, and part-time job opportunities at eldercare facilities.
All students are supported with job placements upon graduation. After completing Japanese language training, students can advance their studies to obtain Japan's national Kaigo certification.
The group is particularly interested in high school graduates from Điện Biên who can study and work in Japan. Tetsumura expressed a desire to enhance collaboration with Điện Biên Province in training and recruiting caregivers to work in Japan.
He also suggested that the province implement Japanese language programmes for high school students, aiming for them to achieve an N3 (intermediate) proficiency level upon graduation. This would shorten their training period upon entering Japan for study and work.
By April 2026, Điện Biên Province could send its first qualified students to study at Hayama Japanese Language School, establishing a foundation for long-term cooperation between the province and Nara Higashi Hospital Group in human resource training.
Permanent Deputy Chairman Toàn provided an overview of human resources in Điện Biên Province, reiterating the province's prioritisation of human resource development, vocational training, and employment solutions.
He noted that the group’s proposals align with the province’s development strategies and pledged support for sending high school graduates to study and work in Japan.
Following the meeting with Nara Higashi Hospital Group, the Điện Biên delegation visited the facilities and teaching conditions of Hayama Japanese Language School, the group’s eldercare facilities, and met with Vietnamese workers employed in Japan.
Currently, Japan faces challenges in attracting local workers to the eldercare sector. In response, the Japanese government has introduced policies to support training programs aimed at attracting foreign workers to this field.
