Following Plan No. 2867/KH-CAT-PC06, issued by provincial police on June 1, 2026, officers, youth volunteers, and members of community digital technology teams have been traveling to communes and villages throughout the province, carrying smartphones and tablets to assist residents. They help people install and activate VNeID accounts, integrate personal documents, access online public services, and gradually become familiar with the benefits of digital administration.
Under the motto “Visit every alley, knock on every door, guide every citizen,” police officers, youth union members, and community digital technology teams in Tuần Giáo commune have gone directly to villages to raise awareness of the significance and objectives of Project 06. Each officer and volunteer has become a “digital guide”, helping residents navigate smartphone applications, from logging into VNeID and integrating driver’s licenses and health insurance cards to completing administrative procedures online.
Nguyễn Quyết Thắng, Vice Chairman of the Tuần Giáo commune People’s Committee, said: “With a strong sense of urgency and responsibility, police officers, youth volunteers, and community digital technology teams have actively supported residents, helping digital transformation policies take root in everyday life. This makes digital services more accessible and user-friendly while allowing people to benefit more fully from digital government initiatives. In addition to providing technical guidance, working groups promptly identify challenges encountered by users of VNeID, collect feedback, and propose solutions to improve the user experience.”
With the goal of bringing digital transformation to every household, the “Digital summer with VNeID” campaign in Nậm Kè commune has been running from June 1 to August 31. The initiative mobilizes government agencies, organizations, mass associations, and community digital technology teams to guide residents in using electronic identification accounts, online public services, and other digital utilities.
Trần Văn Nguyên, Vice Chairman of the Nậm Kè commune People’s Committee, stated: “We have mobilized agencies, departments, mass organizations, and village authorities to implement the campaign’s tasks vigorously. Police forces, youth organizations, and community digital technology teams play a leading role in visiting households and assisting residents in installing, activating, and effectively using VNeID electronic identification accounts. At the same time, communication efforts follow the principle of “easy to understand, easy to remember, easy to follow”, enabling residents to make full use of VNeID features such as digital driver’s licenses, electronic health insurance cards, online public services, and many other digital conveniences.”
As of July 13, 2026, the province had processed 571,601 applications for electronic identification accounts for citizens aged six and above, achieving 96% of the planned target. Since the beginning of the year, more than 106,000 new accounts have been registered, and nearly 82,000 accounts have been successfully activated.
Notably, the registration of electronic identification accounts for organizations has reached 100% completion, with 1,240 applications processed. Authorities have also received nearly 53,300 citizen identification card applications, of which more than 52,400 were submitted online.
A key foundation for the successful implementation of Project 06 is the development of a population database that is accurate, complete, clean, and continuously updated. Điện Biên province has now completed a comprehensive review, update, and correction of population data. Authorities have also finished cleaning up identification-number data errors and resolving cases involving multiple household heads or households without designated heads.
Many practical services have already been made available to residents through the VNeID application.
To date, the province has created more than 395,500 electronic health records on the platform. Civil status digitization has progressed on schedule, with 57,733 birth registration records reviewed, verified, and standardized, laying the groundwork for synchronization with the national population database. In the taxation sector, more than 76,800 personal tax identification numbers have been successfully standardized.
With the coordinated participation of the entire political system and the continued commitment to the principle of “visit every alley, knock on every door, guide every citizen”, the “Digital summer with VNeID” campaign is generating positive momentum across the province.
The campaign’s achievements are making an important contribution to fulfilling the objectives of Project 06 and demonstrating a strong commitment to building digital government, a digital society, and digital citizens. Ultimately, the initiative aims to ensure that every citizen becomes an active participant in the digital transformation process and enjoys the tangible benefits of technological progress in the modern era.
