Currently, the province is home to 45 grassroots veterans’ associations (42 at commune level and 3 at ward level). Ahead of the 15th Congress, the provincial veterans’ association has intensified patriotic emulation movements in line with nationwide and local campaigns, focusing on building a strong, united, and innovative organization. Associations at all levels have prioritized political education, instilling pride, confidence, and a sense of responsibility among members.
Through diverse activities such as seminars, thematic meetings, cultural and sports exchanges, and talks on revolutionary traditions, members are kept up to date with domestic and international developments as well as local socio-economic progress. This has helped strengthen their political resolve, vigilance, and ability to counter hostile narratives.
Across the province, veterans have actively engaged in key campaigns such as “Exemplary veterans”, “Veterans helping each other escape poverty and prosper”, and initiatives to build new-style rural areas, promote urban civility, and protect the environment. Many members have invested in household businesses, cooperatives, and small enterprises, creating jobs for local workers while boosting incomes and contributing to sustainable poverty reduction.

All commune- and ward-level associations now run economic development models, with many proving highly effective. The province counts 17 small businesses, 10 cooperatives, and 622 farms owned by veterans, providing stable jobs for 2,718 local workers, including veterans’ children.
Veterans have also shifted to more profitable crops such as macadamia and fruit trees, while expanding livestock farming such as goat, buffalo, and cattle. As a result, by September 2025, the poverty rate among veteran households had dropped to 10.7%, while 45.3% were classified as fairly well-off or wealthy.
Vũ Ngọc Ước, a veteran from Việt Thanh hamlet, Thanh Nưa commune (Điện Biên province), shared: “To improve my family’s livelihood, I built solid poultry sheds and applied a biosecure model for raising laying hens. By following technical guidelines, the flock has grown well, producing nearly 100 eggs daily and ensuring a stable income.”
Alongside economic activities, veterans’ associations have also mobilized resources to support disadvantaged members, policy beneficiaries, and disaster-hit communities. Local associations have contributed to funds such as “Comradeship” and “Paying gratitude”, offering hundreds of gifts, production materials, and housing repairs. For instance, the provincial veterans’ business association provided VND 150 million in cash and goods to households in Tìa Dình, Xa Dung, and Mường Luân communes affected by floods.
Veterans also play an active role in Party and government building, contributing feedback on draft political documents, joining social supervision and critique to ensure transparency in policy implementation. Many members, with their prestige and experience, have become trusted pillars for local Party committees, authorities, and communities, reinforcing social consensus and confidence in Party leadership, successfully achieving socio-economic development goals while maintaining political stability and social order and security.
The vibrant movements of Điện Biên’s veterans showcase their responsibility and dedication. With the tradition of “Loyalty - Solidarity - Exemplarity - Innovation”, associations at all levels continue to play a key role, actively carrying out practical activities to join the provincial Party Committee and local people in celebrating the 15th provincial Party Congress and moving toward the 14th national Party Congress.
