Điện Biên enriches its OCOP product portfolio

ĐBP - Building on its potential and advantages, Điện Biên is stepping up the development of One Commune One Product (OCOP) products in a direction that emphasizes diversification, quality improvement and greater added value. These efforts are gradually enriching the province’s OCOP product portfolio, strengthening product brands, expanding consumer markets and contributing to rural economic development.

During the 2021-2025 period, the “One Commune One Product” (OCOP) Programme in Điện Biên has increasingly demonstrated its role in promoting socio-economic development, with growth both in the number of products and participating producers. Starting with the province’s key agricultural and food products, the OCOP portfolio has gradually expanded to include handicrafts, distinctive local products and community-based tourism services. Alongside the development of new products, producers have invested in machinery, improved production processes, enhanced product quality, designs and packaging, and developed their own brands.

According to statistics, the province currently has 147 valid OCOP products, including 142 three-star products and five four-star products.

Cracked-shell dried macadamia nuts produced by Thoa Quang Macadamia Household Business have been certified as a three-star OCOP product.

Building on these achievements, Điện Biên has set a target of further expanding and upgrading the OCOP Programme during the 2026-2030 period. The province aims to develop approximately 200 new products rated three stars or higher, bringing the total number of OCOP products to 357 by 2030. Alongside developing new products, the province will focus on upgrading products that have already been certified, with the goal of having at least 50% of valid OCOP products as of December 31, 2025 rated four stars or higher. It also plans to complete the necessary dossiers and improve the quality of at least two potential products for submission for five-star national OCOP certification.

Currently, Tuần Giáo has developed 17 OCOP products, including 15 three-star products and two four-star products. Most of these OCOP products are processed products made from the two locally dominant crops: macadamia and coffee. Notable products include Hồng Kỳ International Coffee HK13; Arabica Espresso (HK10 whole-bean coffee); Việt Hà macadamia nuts; Thoa Quang cracked-shell dried macadamia nuts; and Thoa Doãn crispy dried macadamia kernels.

During the 2026-2030 period, Tuần Giáo aims to develop at least 16 additional OCOP products rated three stars or higher, including at least 10 macadamia or coffee products.

Quàng Văn Cương, Chairman of the Tuần Giáo commune People’s Committee, said that to achieve this target, the commune is proactively reviewing, planning and expanding concentrated raw-material production areas, ensuring that production areas are registered, issued with growing-area codes and subject to quality control in accordance with VietGAP, organic standards or equivalent specialized standards. The commune is also strengthening the transfer of scientific and technical knowledge to local residents; developing, consolidating and improving the performance of agricultural cooperative groups and cooperatives; and positioning cooperative groups and cooperatives as central hubs linking production, purchasing, primary processing and product distribution among farmers, businesses and distributors, thereby ensuring their role as a “bridge” throughout the value chain.

Thoa Quang Macadamia Household Business in Minh Thắng hamlet currently has cracked-shell dried macadamia nuts certified as a three-star OCOP product. Quàng Thị Thoa, owner of Thoa Quang Macadamia Household Business, said: “Our establishment has now officially announced the product and is completing the dossier and procedures to apply for three-star OCOP certification for macadamia wine. We have also registered our dried macadamia kernels for three-star OCOP certification in order to further diversify macadamia-based products and meet consumer demand.”

Mường Ảng currently has 18 OCOP products. In 2026 alone, the commune is developing and completing 10 OCOP products, including two products undergoing re-certification, three products being upgraded and five newly registered products, which are expected to achieve three to four stars or higher. The newly registered products include Hà Chung pure roasted coffee beans; Hải An pure roasted coffee beans; Hoàng Kim Hoàng Toàn star apple; Hải Trang green-skin pomelo; and Hải Trang ground coffee.

To realize these targets, Mường Ảng is stepping up broad-based communication on the objectives, significance and content of the OCOP Programme among organizations, individuals, cooperatives, businesses and local residents. The commune is reviewing and assessing its agricultural, small-scale industrial and distinctive local products to identify those with strong potential for inclusion in the OCOP Programme. Priority is being given to products that capitalize on the commune’s strengths, including Mường Ảng coffee - roasted and ground coffee, ground coffee and whole-bean coffee - as well as coffee-based processed products and specialty fruits such as green-skin pomelo, Hoàng Kim star apple, Sầu Riêng custard apple, orange and Ruby guava. Support is also being provided for the completion of product dossiers, OCOP product assessment and rating, as well as brand development, packaging and labeling.

To increase both the number and quality of OCOP products, Điện Biên has identified a number of key priorities and solutions. These include continuing to review, study, supplement and improve mechanisms and policies supporting OCOP product development so that they are better aligned with the province’s actual conditions; prioritizing support for new product development, quality improvement, star-rating upgrades, promotion and trade promotion; and developing potential OCOP products toward five-star certification. The province will also strengthen the mobilization and effective use of capital, land, labor, raw materials, machinery and technology from organizations, businesses, cooperatives and local residents involved in OCOP product development. Resources from national target programmes, socio-economic development programmes, science and technology programmes, and related programmes and projects will also be effectively integrated.

The province will review and assess the current status of raw-material production areas serving OCOP product development and select key and high-potential products for the establishment of stable raw-material supply areas that can meet production, processing and market demand. It will diversify information, communication and promotional activities to suit different target groups; increase the application of digital technologies and modern media; and improve communication effectiveness in highlighting the value and brands of OCOP products while raising awareness of the OCOP Programme.

Expanding and diversifying Điện Biên’s OCOP product portfolio is not simply about enriching the range of distinctive local products; it is also about creating new momentum for economic development. By focusing on quality, added value and competitiveness, Điện Biên’s OCOP products can reach wider markets, create livelihoods and raise incomes for local people, while further promoting the province’s image, cultural identity and development potential.
