The delegation conducted on-site inspections regarding deployment progress across key projects, focusing on site clearance, compensation, support, resettlement, construction progress, alongside difficulties and obstacles requiring resolution, encompassing the Project for items under the master project investing in the construction of the Điện Biên provincial Sports Center, Packages 2, 4, and 6 under the Multi-Disaster Management Project in the Nậm Rốm River Basin and the provincial Museum Project, Package 4 under the Driver Road Project and the Investment Project to construct resettlement areas and points for the provincial political-administrative center area, the Construction Investment Project for the Thanh Minh - Độc Lập Hill road and residential area (northern ring road) in Điện Biên Phủ city, the Northwest urban, resort tourism, and sports area in Điện Biên Phủ ward, the Construction of infrastructure for concentrated village resettlement areas serving Phase 1 and Phase 2 of the Northwest New Urban, Resort Tourism, and Sports Services Area Project in Điện Biên Phủ ward, and the Residential, Commercial Services Area in Thanh Hưng and Thanh Chăn communes, Điện Biên district, Điện Biên province (Phase 1).

Through practical inspection, Lê Thành Đô requested all levels, sectors, investors, contractors, and project developers to concentrate highly, define progress critical paths alongside task completion milestones, and resolve difficulties proactively without allowing land or site clearance obstacles to impact overall project progress. For compensation, support, and resettlement work, full land origin verification is required to guarantee legitimate public rights and interests under regulations with openness and transparency, while enhancing dissemination and mobilization to forge public consensus.

At the project for items under the master project investing in the construction of the Điện Biên provincial Sports Center, Lê Thành Đô requested Điện Biên Phủ ward to accelerate land origin verification, resolving difficulties in defining limits, target subjects, and compensation support policies to guarantee public rights, striving to complete site clearance prior to August 31, 2026, to provide sites for contractors to accelerate construction.

Regarding the provincial Museum Project and packages under the Multi-Disaster Management Project in the Nậm Rốm River Basin, he requested urgent re-establishment of progress critical paths, enhancing manpower and machinery to accelerate construction and guarantee work quality.

For the Thanh Minh - Độc Lập Hill Road and residential area project (northern ring road), Lê Thành Đô requested focusing on site clearance, urgently finalizing procedures concerning planted forest liquidation, reviewing and defining specific forest areas and types, concentrating site handovers for developers, and accelerating construction progress, noting that Điện Biên Phủ ward currently handed over merely over 41% of BT project site area, leaving 104 households and 6 organizations involved in site clearance work.
