Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, alongside Nguyễn Minh Phú, Member of the provincial Party Committee and Vice Chairman of the provincial People’s Committee, co-chaired the conference, which was attended by leaders of provincial boards, departments, sectors, alongside several communes and wards across the province.
According to a report by the Department of Finance regarding the execution of the third-quarter economic growth scenario through the end of July 2026, among 20 monitored economic sectors, 10 sectors achieved or exceeded set progress schedules while the remaining 10 sectors fell short of average monthly progress benchmarks. The agriculture, forestry, and fishery sector attained 39.22% of third-quarter targets, while industry and construction reached roughly 34.33%. Several service sectors - such as wholesale and retail, finance, banking, and insurance, administrative and support service activities, alongside other service activities - basically maintained progress schedules.
Monthly GRDP in July 2026 at constant 2020 prices was estimated at over VND 2,151 billion, equivalent to 26.26% of third-quarter targets, serving as a basis for the province to evaluate growth conditions closely, identify sectors with remaining room for growth, and determine growth drivers requiring focused direction and administration during the last two months of the third quarter.
At the conference, leaders of departments, sectors, units, and localities summarized results of executing the growth scenario through the end of July while frankly pointing out difficulties, obstacles, and barriers impacting progress, on which basis delegates proposed solutions and core tasks for late August and September to fulfill third-quarter growth targets under the set scenario.
Concluding the conference, Lê Văn Lương requested the provincial Statistics Office to enhance guidance for departments and sectors on statistical methods and approaches to ensure data accurately reflects practical realities, while directing heads of departments and sectors to coordinate closely with statistical agencies to proactively review, update, and assess the implementation of growth targets correctly.
For sector groups that basically met progress schedules, he requested continuing to concentrate resources, striving to maintain growth momentum and surpass set scenario levels. For sectors falling short, departments, sectors, and localities must formulate concrete, detailed solutions for each field, program, and project, clearly defining tasks, timelines, and execution responsibilities to make up for shortfalls in the final months of the third quarter.
Lê Văn Lương requested departments and sectors to enhance coordination, resolving difficulties and obstacles promptly to generate momentum for growth, especially for construction investment projects funded by state budget and non-budget sources. Alongside this, public investment capital disbursement must accelerate, with the Department of Finance coordinating with project developers to focus on resolving obstacles and speeding up disbursements for multi-level school projects in border communes, rural electrification projects, and national target programs.
Regarding state budget revenue collection tasks, the Chairman of the Provincial People’s Committee requested the Department of Agriculture and Environment to coordinate closely with communes, wards, and related agencies to resolve land-related obstacles completely, thereby accelerating revenue collection from land to contribute to fulfilling the 2026 budget revenue collection targets.
