All-out efforts
At the resettlement site in Háng Pu Xi hamlet, Xa Dung commune, construction work is taking place with urgency. After the flash floods, the provincial Military Command mobilized more than 500 officers and soldiers, along with machinery and vehicles, to level the ground, transport materials, and build sturdy homes for affected residents. The workload is being implemented swiftly and in a coordinated manner.
Lieutenant Colonel Trần Xuân Biên, Chief Political Officer of Regiment 741 under the provincial Military Command, said: “Our officers and soldiers have overcome difficult weather, living, and working conditions with determination to complete 20 houses at the Háng Pu Xi resettlement site on schedule, handing them over on September 30.”

For families like that of Mùa A Sấu, the support of the army means a safe home in just a few days. With joy in his eyes as his new house nears completion, he shared: “The floods destroyed our homes and belongings. Thanks to the soldiers who came to help rebuild right here in the village, I am truly grateful.”
In Sín Thầu border commune, 15 border guards are urgently building 7 new houses for residents of Tả Sú Lình hamlet. Despite the remote location and scorching heat, the soldiers work tirelessly, even through weekends, to finish and hand over the houses by mid-September.
Major Nguyễn Tiến Anh, People’s Mobilization Officer at the Sen Thượng Border Post, explained: “The soldiers are responsible for 100% of the work, divided into teams for transporting materials, laying foundations, roofing, wall construction, and finishing. Each person contributes according to their skills. Despite difficulties, with encouragement from our leaders, we are determined to complete the task so that people can stabilize their lives soon.”
Determined to reach the finish line
During house construction, the armed forces also emphasize discipline, political education, and civil-military solidarity.
Captain Phan Văn Long, Deputy Political Officer of the Sen Thượng Border Post, noted: “From the very beginning, we educated soldiers on their mission, discipline, and civil-military conduct. Each group had officers assigned to oversee daily progress. After helping people stabilize their lives in the new resettlement area, we will also guide them in production and improving the landscape.”
Since the disaster struck, the provincial armed forces have contributed 26,000 workdays, 4 command vehicles, 2 logistics vehicles, and other equipment to build and repair houses. To date, 62 out of 80 new houses and 130 out of 241 repaired houses are underway, with 42 already completed. Over 80% of ground leveling is finished, and electricity and water systems are being installed. By September 15, the remaining resettlement lots will be handed over for house construction.
Senior Colonel Nguyễn Trung Đắc, Political Commissar of the provincial Military Command, affirmed: “We strive not only for speed but also for quality and absolute safety. Our logistics teams ensure proper meals and rest for the soldiers. Every team strictly observes discipline and fosters military-civilian solidarity, so that the image of ‘Uncle Hồ’s Soldiers’ always shines bright in the people’s hearts. Building houses is not only about shelter but also about giving people confidence to overcome hardships.”
With the determined efforts of authorities at all levels and the “pioneering, vanguard” spirit of the provincial armed forces, disaster recovery in Điện Biên is being carried out swiftly and effectively, enabling people in flood-hit areas to soon regain stability.
