Upgrading digital capacity for grassroots-level cadres

ĐBP - Following the merger of administrative units, Quài Tở commune manages a wider territory with a massive workload, facing increasingly high demands regarding the quality of public service.

Identifying digital transformation as the key solution to elevate the operational validity and efficiency of the grassroots-level government, the locality focuses on upgrading digital knowledge and skills for the civil servant team, meeting the requirements of the two-tier local government model.

Implementing the new government model, Quài Tở commune does not yet have a dedicated department specialized in digital transformation, as tasks are primarily handled by concurrent cadres in administrative reform, information technology, and general synthesis. The majority of civil servants possess IT skills only at a basic level, sufficient for office duties such as handling electronic documents and managing work profiles.

A workforce with deep expertise in information security, system administration, data exploitation, digital platform operations, or the application of new technologies remains in short supply. Furthermore, most civil servants have not participated in structured training courses regarding foundational digital transformation knowledge, data analysis skills, digital infrastructure management, or emerging technologies like Artificial Intelligence (AI), the Internet of Things (IoT), and blockchain.

Facing the development requirements of the two-tier local government model, Quài Tở commune recognizes a massive demand for digital transformation human resources. According to Nguyễn Trung Kiên, Vice Chairman of the Quài Tở commune People’s Committee, the locality identifies digital transformation not only as an inevitable requirement but also as an important solution to enhance management and operational efficiency following the administrative unit merger. Therefore, the commune focuses on fostering digital knowledge and skills with the goal of helping civil servants master digital platforms, thereby boosting labor productivity, public service quality, and meeting the increasingly high demands of modern administration.

To boost IT applications and comprehensive digital transformation in management and operations, step-by-step shifting working methods from manual to digital environments, Quài Tở commune has issued a digital transformation plan linked to state administrative reform and upgrading the quality of the civil servant team. Under this plan, each specialized office, department, and subordinate unit will assign at least one cadre in charge of digital transformation affairs. The commune will move toward supplementing personnel with specialized IT expertise to execute technical support and system administration duties, ensuring the smooth operation of digital platforms while arranging a cadre in charge of information security to enhance the monitoring and protection of the network system. 100% of civil servants must proficiently utilize the document management and operational system, while step-by-step applying artificial intelligence to serve specialized tasks. The commune also strives for the ratio of cadres with experience in science and technology within the leadership of agencies and units to reach a minimum of 25%.

To realize the set targets, Quài Tở commune has clearly assigned responsibilities to each unit, whereby the Culture and Social Affairs Office presides over dissemination work to raise awareness about digital transformation, digital institutions, digital citizenship, AI applications, and ensuring cyber safety and security. Meanwhile, the Office of the People’s Council and People’s Committee is in charge of developing digital infrastructure and deploying the document management and operational system, whereas the commune Public Administration Service Center drives the provision and usage guidance of online public services. Strict guidance on utilizing and sharing electronic data between the commune and specialized offices is enforced to ensure seamless connectivity and integration, while the local area network (LAN) within the commune People’s Committee headquarters is effectively invested in, managed, and exploited, satisfying security and information safety requirements during data processing and exchange.

The highlight of upgrading digital capacity for grassroots-level cadres lies in organizing intensive training and coaching sessions. Đặng Thị Thái, Deputy Head of the Culture and Social Affairs Office, informed that the commune coordinated with the Department of Science and Technology alongside the Center for Community Finance and Resource Development (CFRC) to organize training classes for over 150 people on digital transformation and AI application. Civil servants and public employees were equipped with knowledge on artificial intelligence and virtual assistants, alongside practicing the application of AI tools in handling workloads and administrative reform.

In addition, the commune assigns cadres to inspect and monitor the implementation of Project 06, profile digitization work, and the utilization of online public services, while integrating digital transformation contents into briefing meetings, party cell activities, and civil servant conferences. Up to now, 100% of administrative procedure profiles in the locality are processed via online environments, contributing to minimizing processing times and upgrading the service quality for citizens and businesses.

Vương Thị Phượng, an official at the Quài Tở commune Public Administration Service Center, guides the online submission of profiles on the National Public Service Portal.

A training session guiding the execution of administrative procedures on the National Public Service Portal was held at Ten Hon village’s community house, drawing the participation of the village head, the Fatherland Front, branches of the farmers’, women’s, veterans’ unions, the Youth Union, and a large number of residents. Directly guiding the implementation process, Vương Thị Phượng, an official at the commune Public Administration Service Center, shared: “Beyond resolving dossiers at the center, we also head down directly to the grassroots level to guide village cadres and residents on utilizing digital platforms. From there, we step-by-step upgrade digital skills so that each person can proactively access public services in the cyber environment when necessary.”

Pushing administrative procedure reform, digital technology, and artificial intelligence applications is creating distinct transformations in the operations of the Quài Tở commune government. Upgrading the capacity, digital skills, and working style of the civil servant team contributes to shaping working habits within digital environments, helping cadres master technology platforms and meet task requirements in the new era.
