The people’s hearts are the foundation

ĐBP - Widened roads, newly constructed cultural houses, and socio-economic development projects implemented over many years have all accompanied the people.

Ready to donate land and give up assets for the common good, residents have contributed to unblocking site clearance bottlenecks, executing projects on schedule, and opening up development headroom for the locality.

Following the signing of an investment cooperation memorandum of understanding at the Điện Biên provincial Investment Promotion Conference on May 11, 2026, in mid-June 2026, Detech Coffee Joint Stock Company coordinated with the Mường Ảng commune People’s Committee to survey and propose investing in a deep coffee processing plant in Na Luông village. The challenge lay in site clearance, as the selected area involved the production land of many households. After being informed about the project’s goals and long-term benefits, more than 80 households in the project area agreed to donate a portion of their land, helping overcome site clearance hurdles so the project could be deployed early.

Lường Văn Thành, Head of Na Luông village, Mường Ảng commune, shared that at first, residents were anxious because land is their means of production. However, after receiving clear information about the project, everyone realized that this benefited the village and the people, leading to full consensus. Each family yielded a little land so that once the plant is built, selling coffee would be more convenient and younger generations would have more job opportunities.

While public consensus in Mường Ảng commune paved the way for an economic development project, the people’s hearts in Món Hà village, Mường Lạn commune, became the foundation to materialize the dream of a new road.

For many years, although the distance from the village to the commune center was short, the road surface was degraded and muddy in many sections, making travel and agricultural transport difficult. In early 2024, local party committees and authorities connected socialized resources to build the road with a total budget exceeding VND 2.5 billion. For the work to be deployed, the first necessity was public consensus. After campaign and mobilization efforts, households in Món Hà village voluntarily donated nearly 2,000 square meters of land alongside various structures to widen the road surface.

Nguyễn Thế Trung, Chairman of the Mường Lạn commune People’s Committee, shared that the most favorable factor was the people’s enthusiastic agreement with the road-building policy. Recognizing that the road served their own lives, households voluntarily donated land, creating conditions for the work to proceed on schedule.

In recent years, Điện Biên has been implementing numerous key projects to expand development space, attract investment, and efficiently exploit local potential and advantages. Among these are large-scale projects involving many households and site clearance areas reaching hundreds of hectares. Practical experience shows that alongside investment resources, public consensus is always the decisive factor for projects to be deployed on schedule.

The New Urban Area, Tourism Resort, and Sports Service Project in the Northwest of Điện Biên Phủ ward is a prime example. Covering 228 hectares with an estimated total investment exceeding VND 23,660 billion, Phase 1 of the project executes site clearance across 101.7 hectares in Thanh Nưa commune, involving 304 households, individuals, and 4 organizations. Despite the large workload and broad impact scope, effective propaganda, dialogue, and public disclosure of compensation and support policies enabled residents to actively coordinate in land inventory, origin verification, and scheduled site handover.

Bế Văn Yết from Thanh Trường village, Thanh Nưa commune, shared that his family had over 600 square meters of agricultural land subject to recovery for the project. After receiving clear explanations, everyone understood that this was a major project benefiting the locality, prompting his family and many households to agree and coordinate with inventory and verification according to regulations.

In May 2026, Điện Biên province coordinated with investors to break ground on three major projects, including Component Project 1 of the Sơn La - Điện Biên - Tây Trang Border Gate Expressway (Phase 1). A total of 276 households across Mường Ảng, Mường Lạn, and Mường Phăng communes had to relocate and yield land for the project. Although the workload was substantial and directly affected many households’ lives, proper propaganda and mobilization resulted in the majority of households agreeing and standing ready to hand over the land.

Trần Văn Tuấn, Chairman of the Mường Phăng commune People’s Committee, noted that under the plan, the expressway will pass through the commune with a length of approximately 13.45 kilometers. An estimated 37 households must relocate and over 145 hectares of land need clearance for the project. Passing through 11 villages, all residents in the affected area have agreed, supported, and felt enthusiastic. Residents clearly recognize that once completed, the work will facilitate travel and trade, contributing to socio-economic development and elevating living standards.

Điện Biên today is changing day by day with key works, roads, and projects opening up new development space. Behind every work is the people’s consensus, voluntarily donated square meters of land, and households ready to yield their living and production areas for the common good. While investment brings resources and science and technology generate momentum, the people’s hearts remain the true foundation for every policy to enter daily life, every work to be deployed smoothly, and every development goal to step-by-step become reality. When the Party’s intention matches the people’s hearts, that strength will continue to serve as the fulcrum for Điện Biên to break through in the new era.
