This initiative is part of a broader effort by the Central Public Security Party Committee and the Ministry of Public Security to provide housing for households affected by storms, landslides, and floods. Beginning in mid-September, the provincial police mobilised resources to build homes for affected families on their existing plots in Lĩnh Hamlet, Mường Pồn Commune.

The Ministry of Public Security contributed VNĐ50 million (US$2,000) per house, with an additional VNĐ20 million provided by Điện Biên District. Provincial police units also volunteered their labour to assist with the construction.

The provincial police women’s union contributed ten multi-functional agricultural machines, while the provincial police youth union, Phenikaa University youth union, and other benefactors donated 1,000 breeding chickens and animal feed to help support the families' livelihoods.
