Promoting role of grassroots-level propagators

ĐBP - The entire province currently counts over 1,200 grassroots-level propagators who stay close to local areas and residents daily, serving as a core force in public dissemination and mobilization. Through flexible methods tailored to each locality, this force brings the guidelines of the Party and the policies and laws of the State to the people, contributing to raising public awareness, strengthening faith in the Party’s leadership, and building consensus in performing local political tasks.

In the early days of the rainy season, Quàng Văn Trưởng, head of Mường Pồn village in Mường Pồn commune, stays busy with his duties as a grassroots-level propagator. He regularly updates weather forecast information and directing documents on natural disaster prevention and control to promptly transmit them to residents.

Nearly two years after the devastating flash flood in Mường Pồn, haunting memories remain fresh for many residents. Therefore, before each heavy rainstorm, Trưởng proactively conducts dissemination to remind villagers to heighten vigilance. He frequently joins village forces to review spots at risk of landslides and flooding.

Quàng Văn Trưởng shared: “After the flash flood, residents always feel anxious whenever entering the rainy season. We regularly update weather information, disseminate, and remind villagers to proactively take preventive measures to minimize damage caused by natural disasters.”

Sể A Của (standing center), head of Huổi Un village, Mường Pồn commune, guides residents on developing macadamia and coffee trees.

In Huổi Un village, Mường Pồn commune, village head Sể A Của remains dedicated to disseminating and mobilizing residents to develop the economy and build a cultural lifestyle. The village currently has 123 households, 100 percent of whom belong to the Hmông ethnic group. Recently, Của, alongside local party committees and authorities, actively disseminated and guided villagers to transform crop structures, expanding areas of macadamia, coffee, and crops suited to local climate and soil conditions.

Through persistent mobilization, villagers boldly shifted their production mindsets, actively tending to and developing high-value economic crops. To date, the entire village has planted over 6 ha of macadamia and coffee, with plans to expand by approximately 15 ha in the coming time, step-by-step shaping a concentrated production zone, providing stable livelihoods, and raising incomes for local residents.

Beside economic development, Của actively disseminates and mobilizes villagers to eliminate backward customs and build a civilized lifestyle in weddings and funerals. Thanks to a close approach suited to local customs, many households changed their awareness, strictly adhering to village conventions and rules, while preserving cultural identity alongside building a new lifestyle.

In Tam Vạn hamlet, Sam Mứn commune, Nguyễn Văn Sự serves as a pioneer in local emulation movements. In his role as a grassroots-level propagator, he actively mobilizes residents to join hands in building new rural areas under the motto “State and People work together.” Driven by public consensus, numerous projects have been deployed, such as constructing intra-hamlet roads, building over 600 m of embankments along road edges, enhancing landscapes, and cleaning up environmental hygiene, thereby changing the face of the countryside.

Tam Vạn hamlet currently counts over 380 households with more than 1,470 residents, including over 10 poor households and 20 near-poor households. Driven by a spirit of mutual affection and support, Sự regularly disseminates and mobilizes organizations, individuals, and hamlet residents to join hands to assist struggling families through practical forms, such as labor support, gifts on holidays and New Year, and visits during illness. These meaningful actions contribute to spreading solidarity and cohesion across the community.

Sam Mứn commune currently counts 20 grassroots-level propagators. Hà Thị Mai Huệ, Head of the Party Building Board of Sam Mứn commune, stated: “During the operation of the two-tier local government model, the team of propagators plays an exceptionally important role. Being the force closest to the people and the grassroots-level, they serve as the bridge between party committees, authorities, and the people, contributing to orienting social opinion, strengthening public faith in the Party and State, and enhancing the great national unity block.”

Practical experience demonstrates that over recent years, the team of grassroots-level propagators has contributed significantly to bringing Party guidelines and resolutions into daily life, building consensus and strengthening public faith in local party committees and authorities. In the new era, this team needs to continue innovating dissemination contents and methods, stepping up information technology applications, and promoting its role as a bridge between the Party and the People. When citizens understand, trust, and unanimously execute guidelines and policies, it serves as a vital driving force for localities to successfully fulfill socio-economic development goals.
