Following its administrative merger, Mường Toong commune faced significant hurdles in grassroots-level communication due to its expanded territory and dispersed population. Reaching remote villages located far from the commune center required a more efficient and adaptable solution. In response, the implementation of Project 6, focused on communication and information-based poverty reduction, introduced smart loudspeaker systems into operation. Lò Thị Hiền, Head of the Social and Cultural Department of Mường Toong, noted that these smart systems allow for flexible content delivery and stable sound quality ideal for mountainous terrain. Information is transmitted directly from the center to individual villages, ensuring speed and accuracy.
The broadcast content is meticulously edited to be concise and practical, focusing on national target programs such as sustainable poverty reduction and new-style rural development. It also provides essential guidance on agricultural production, loan procedures, disaster prevention, forest protection, and the prevention of child marriage. The flexibility to broadcast in ethnic languages alongside the national language makes the information far more accessible and relatable to indigenous communities, thereby enhancing the overall effectiveness of local governance.
In Núa Ngam commune, Vice Chairman of the commune People’s Committee Cao Văn Toàn shared that the system’s effectiveness is most evident in how quickly residents grasp new regulations. Providing clear and specific information through the speakers minimizes the need for repetitive face-to-face propaganda. During recent elections, the use of bilingual broadcasts helped nearly 8,000 voters understand their rights and obligations. This resulted in the commune ranking 11th in the province for election turnout, with 7,531 out of 7,531 voters participating in the National Assembly and provincial People’s Council elections.
Within Điện Biên Phủ ward, loudspeakers remain a primary official information channel amidst rapid urbanization. Given the high population density and frequent socio-economic activities in this central area, information must be accurate and easily accessible. According to Lê Anh Thành from the ward’s Social and Cultural Department, the daily broadcasts include local news, neighborhood meeting notices, and seasonal technical guidance for production. The system also intensifies awareness campaigns on disaster prevention, security, traffic safety, and urban civilization.
Lê Anh Thành argued that as social media grows, the loudspeaker system increasingly proves its value as a verified source of truth, helping to mitigate the spread of unverified or false information. For specific groups such as the elderly, freelance laborers, and small traders, this remains a familiar and highly trusted channel. It has been particularly effective during peak campaigns for urban order, the clearance of traffic safety corridors, and fire prevention, as information is broadcasted simultaneously and consistently, reducing the pressure on functional forces.
Currently, 100% of communes and wards across the province maintain active loudspeaker systems to ensure essential information reaches every village and residential group. Most localities have transitioned to smart broadcasting models utilizing modern information technology and telecommunications, featuring over 1,190 transceiver clusters covering the entire region.
