Proactively preventing and combating domestic violence

ĐBP - Recently, the Women’s Union (WU) at all levels in Điện Biên province has promoted its core role in domestic violence prevention and control, which contributes to building prosperous, progressive, and happy families while maintaining social stability.

Through the implementation of many synchronous solutions suitable for the practical conditions of each locality, the Union has step-by-step improved awareness and changed the behavior of members, women, and the people, especially in rural and ethnic minority areas.

In Núa Ngam commune, domestic violence prevention and control is identified by the commune WU as a key task, associated with the movement to build happy families and implement gender equality. Currently, the commune WU has 1,997 members living in 34 branches. With a widespread organizational network, the team of Union officials plays an important role in propaganda and mobilization, bringing State policies and laws on domestic violence prevention to every member and family. The Union proactively promotes the dissemination of the Law on Prevention and Control of Domestic Violence and the Law on Marriage and Family. Propaganda activities are implemented through branch meetings, specialized communication, the local loudspeaker system, and integrated with the Union’s emulation movements.

Propaganda content is selected to suit each target group, focusing on clarifying the rights and obligations of family members, identifying domestic violence behaviors, and improving the responsibility of families and the community in prevention and intervention. Along with propaganda, the Núa Ngam commune WU maintains and replicates models such as “Family with 5 No’s, 3 Cleans,” “Families with the Law,” and “Reliable Address.” Through these models, members are equipped with knowledge and skills to build prosperous, equal, and progressive families, which creates a favorable environment for sharing experiences and promptly resolving conflicts arising in family life.

Lò Thị Hạnh from Nậm Hẹ 1 village in Núa Ngam commune shared that participating in propaganda sessions has helped her better understand her rights and responsibilities, know how to share and behave appropriately in the family, and boldly seek support from the Union when facing difficulties.

Quàng Thị Tuyết, the President of the Núa Ngam commune WU, stated that domestic violence prevention and control in the area still faces some difficulties due to the hesitant mentality and the hiding of incidents by a portion of women. Furthermore, awareness of gender equality is not uniform, and funding and officials are limited. Faced with that reality, the Union has increased propaganda and flexible mobilization forms while promoting the role of branch heads and prestigious people in the community. They coordinate closely with mass organizations to monitor the situation and handle arising incidents. For cases with a risk of violence, the Union proactively monitors, visits, and provides psychological and legal advice to women and children, which contributes to stabilizing family life.

Reality shows that in recent years, the domestic violence situation in the province has been basically controlled. However, family conflicts still occur, mainly involving mental violence stemming from life pressure, incomplete legal awareness, the impact of alcohol, and difficulties in household economic development. Faced with these potential risks, the WU at all levels has proactively implemented practical prevention solutions. The Union levels focus on maintaining and replicating models to support the construction of happy families and promote gender equality to limit violence and divorce, especially in young families.

Accordingly, in 2025, the Union levels organized more than 500 communication sessions attracting over 30,000 members. They maintained 240 happy family construction clubs and organized 452 sessions on gender equality, reproductive health, and parenting skills. Simultaneously, they maintained 50 “Reliable Address” models to support and protect women who are victims of domestic violence.

With the regular and responsible involvement of the Union along with the coordination of all levels, branches, and the people, domestic violence prevention and control continues to be effectively implemented, which contributes to building happy families and a stable, sustainably developing society.
