Policies needed toward redundant non-professional grassroots-level cadres

ĐBP - The arrangement and merger of villages, hamlets, and residential groups are being deployed with high consensus among cadres and residents across the province.

Along with the requirement to streamline the apparatus, ensuring regimes and policies for non-professional active personnel who must step down after the rearrangement is also an issue drawing dedicated attention from localities and grassroots-level cadres.

According to the village arrangement plan of Sín Thầu commune, Tả Kố Ky and A Pa Chải villages will be merged to establish a new A Pa Chải village based on similarities in culture, traditional customs, and geographic proximity.

Expressing full support for the restructuring policy, Lỳ Xá Lòng, Head of A Pa Chải village, noted that prior to the merger, the two villages had six non-professional workers holding the titles of Party Cell Secretary, Village Head, and Head of the Fatherland Front Working Board. Following the integration, regulations dictate that only three individuals will be retained to hold these titles, meaning three people must step down from their duties. Therefore, the selection and arrangement of personnel must be conducted in a democratic, objective, and harmonious manner to build solid consensus among the people.

Sín Thầu commune currently has 57 non-professional workers across its villages. Post-rearrangement, the commune expects to continue utilizing 39 individuals, leaving 28 people to retire from their duties, including 8 party cell secretaries, 8 village heads, and 12 heads of fatherland front working boards. Đỗ Thùy Giang, Vice Chairman of the Sín Thầu commune People’s Committee, emphasized that the restructuring is carried out publicly and transparently, prioritizing individuals with prestige, capacity, and a high sense of responsibility to continue handling grassroots-level duties, while fully resolving welfare regimes and policies for retiring cases in strict accordance with regulations.

Having been attached to grassroots-level affairs for nearly 10 years and holding various positions, Thùng Văn Thánh, Head of Nà Ín village in Mường Chà commune, deeply understands the thoughts and aspirations of the non-professional cadre team. Voluntarily stepping aside to create opportunities for the younger generation to take over the work, he hopes the State will pay close attention and offer appropriate supportive policies for those retiring after the reorganization.

“Following the merger, there will be individuals who can no longer continue their contributions,” Thánh shared. “We hope the State will consider and grant appropriate support policies for non-professional cadres retiring during this phase. This would serve as a worthy recognition of their years of dedication and contributions to the community.”

Alongside arranging and utilizing the non-professional workforce transparently - selecting those with the best character, prestige, and capacity to continue their duties at villages, hamlets, and residential groups - delivering full and timely supportive policies for retiring cases is receiving special focus from all levels and sectors.

Under the general arrangement plan, the entire province expects to reduce 565 organizational units, bringing the total number of villages, hamlets, and residential groups down from 1,446 to 881. Currently, the province has 4,239 non-professional grassroots-level workers. Post-restructuring, 2,486 individuals will be retained, leaving 1,753 redundant workers who require policy and regime resolutions. To protect the rights of this workforce, the Government has enacted support regimes and policies for non-professional workers retiring due to village and residential group mergers.

On June 16, 2026, the Điện Biên provincial People’s Committee issued Decision No.1226/QĐ-UBND, authorizing chairpersons of commune-level People’s Committees to approve the list of eligible subjects and funding for personnel downsizing regarding non-professional workers in villages and residential groups under the Government’s Decree No.154/2025/NĐ-CP. Accordingly, commune People’s Committee Chairpersons bear direct responsibility for execution and periodic reporting of results, while the Departments of Home Affairs and Finance are tasked with guiding, inspecting, monitoring, and advising to secure the necessary implementation budget. This authorization is valid until August 31, 2026.

Phạm Ngọc Điện, Chairman of the Sáng Nhè commune People’s Committee, stated that the commune currently records 87 non-professional workers across its villages. Post-arrangement, 63 individuals will be retained, while 24 people will step down and fall under the policy resolution scope. Once specific guidelines are handed down, the commune will execute them promptly, ensuring compliance with regulations and safeguarding the legitimate rights of all involved individuals.

Caring for and fully executing regimes and policies for non-professional workers retiring due to village, hamlet, and residential group mergers is a necessary requirement that safeguards the legitimate rights of those who have dedicated years to grassroots-level service. This also stands as a paramount factor fostering unity and uniformity among cadres and the public, creating a solid foundation to roll out the streamlining of the grassroots-level administrative apparatus smoothly and effectively to meet development demands in the new era.
