Nearly a month ago, the Mường Nhé delegation visited Jiangcheng for an official meeting. This was a practical step to implement the labor cooperation memorandum between the two districts, contributing to the creation of new job opportunities and stable income for people in the border regions.

In a spirit of friendship and cooperation, the two delegations held an in-depth, frank, and constructive meeting. Both sides conducted field surveys at companies in Jiangcheng that have a demand for labor, while appreciating the initial results of implementing the memorandum. Jiangcheng is a pilot region for cross-border labor under the jurisdiction of the city of Puer, with significant labor demand in agriculture, rubber tapping, and processing. Therefore, the Jiangcheng government established a specialized committee to manage foreign labor, including representatives from the police, human resources, and information technology, as well as local communes, to ensure the workers’ wages, safety, and living conditions are met.
At the meeting, Yang Cunyan, Deputy Head of Jiangcheng District, emphasized: “We are eager to deepen cooperation with Mường Nhé. People on both sides of the border share many similarities in culture, language, and customs, which is a strong foundation for labor cooperation. Jiangcheng is committed to providing the best conditions for Mường Nhé workers to work stably, safely, and enjoy their full rights.”

Mường Nhé currently has around 29,000 working-age individuals. However, most of the local workforce still works within the district, with low income and unstable working conditions. Some people even migrate to lower regions to seek employment. Thus, establishing a legal labor channel to Jiangcheng is a potential solution, contributing to poverty reduction and improving the living standards of the local people.
Nguyễn Văn Úy, Deputy Chairman of people’s Committee of Mường Nhé, stated: “We see that labor cooperation with Jiangcheng not only provides economic opportunities but is also a strategic step to improve the lives of people and strengthen the solidarity and friendship between the two regions. The district will instruct the border communes to organize campaigns and meetings to encourage workers to register, building a list of candidates and working with our partners to organize legal labor exchanges.”
According to information from people’s Committee of Mường Nhé, workers going to Jiangcheng will have guaranteed wages, good working conditions, and housing, with strict legal management. Jiangcheng has also agreed to organize direct informational campaigns in Mường Nhé to clearly inform residents about their rights and responsibilities when working abroad. Both parties have agreed to enhance the organization of cross-border labor cooperation, selecting local people who understand Chinese to act as intermediaries to gather workers, coordinate with Chinese companies to complete licensing procedures, and support workers during their employment and living arrangements.

In addition to enhancing business connections, the two districts emphasized the importance of regular information sharing, especially monthly reports on the number of workers and employment status, in order to manage and handle any issues that may arise. They also urged workers not to migrate independently but to follow official channels to ensure their rights are fully protected.
The labor cooperation between Mường Nhé and Jiangcheng not only provides stable employment and higher income for border residents but also contributes to strengthening the friendly relationship between the two regions. With careful preparation, tight management, and clear orientation, this cooperation is expected to be a model in the development of the border economy and help achieve the goal of sustainable poverty reduction and comprehensive development in the Northwest region.
