Mường Chà commune Police with “Digital Popular Education” movement

ĐBP - Currently, in Mường Chà commune, Điện Biên province, many elderly people have never used smartphones, and many remain unfamiliar with cashless payments. Therefore, Mường Chà commune police forces determined that achieving successful digital transformation requires first helping residents understand, know, and feel confident using technology.

Second Lieutenant Lường Văn Chính, an officer of the Mường Chà commune Police, noted that officers directly visit each village and household to disseminate and guide, avoiding dry theoretical lectures so each instruction session becomes a close conversation where knowledgeable people receive additional guidance on new utilities, while those unacquainted receive step-by-step hands-on guidance right on their own phones.

Guidance contents were deployed diversely by Mường Chà commune police, focusing on the most practical skills for residents - such as smartphone usage, cashless payments, online public service execution, VNeID application exploitation, and safe information lookup on network environments - aiming to equip every citizen with basic digital skills to use digital utilities independently in daily life.

Identifying the “Digital Popular Education” movement as a core task linked to executing Project 06, the Mường Chà commune Police particularly emphasize disseminating and guiding residents on using the VNeID application. Officers and soldiers were assigned to stick closely to local areas, directly supporting application installation, activating level 1 and level 2 electronic identification accounts, and guiding the exploitation of integrated utilities on this platform.

Second Lieutenant Lường Văn Chính from the Mường Chà commune Police, guides a citizen to activate a level 2 electronic identification account.

To date, electronic identification account activation rates across the area reached 88.8%, electronic identification collection for citizens aged 6 and above reached 94.49%, health insurance card integration reached 72%, and social security information integration reached 23.1%. These numbers reflect shifts in awareness and technology usage habits among residents, as an increasing number of people move beyond hesitation to proactively use VNeID for residence registration, vehicle registration, medical examinations, online public services, and numerous other utilities.

Lò Thị Hạnh from Mới village shared that previously she had to ask others for assistance whenever performing administrative procedures due to not knowing how to use smartphone applications, but after receiving repeated guidance, she now knows how to use VNeID, look up information, and perform procedures right on her phone.

Beyond guiding digital skills, commune police boost dissemination regarding network security and safety. At village meetings, resident gatherings, or training classes, police officers regularly disseminate new methods and tricks of high-tech criminals, guiding residents to identify online scams, protect personal data, and use the internet safely.

To satisfy task requirements during the digital transformation era, the Mường Chà commune Police proactively elevates their own qualifications, as officers and soldiers participated in 3 training classes with 87 attendances on artificial intelligence application skills since early 2026, alongside attending digital transformation training for Category 4 targets in the People’s Public Security to step-by-step elevate technology application capacities in professional work and public service.

Lieutenant Colonel Lèng Văn Tuân, Chief of the Mường Chà commune Police, stated that the “Digital Popular Education” movement will continue regular deployment closely aligned with practical resident needs, with every officer and soldier acting not only as security maintenance personnel but also as disseminators and digital transformation guides, helping residents access technology conveniently, safely, and effectively.

Dedicated instruction sessions and hands-on guidance generate positive changes in digital transformation across the highland commune of Mường Chà. The “Digital Popular Education” movement thereby not only popularizes digital skills but also contributes to building a digital government close to the people, for the people, ensuring no one is left behind on the digital transformation journey.
