Thereby, obstacles are step-by-step unblocked, protecting the legitimate rights and interests of the public, while consolidating trust and fostering social consensus.
Dialogue, citizen reception, and complaint and denouncement resolution across the province continue receiving regular leadership and direction from the Điện Biên provincial Party Committee, provincial People’s Council, and provincial People’s Committee, alongside close and synchronous coordination across levels and sectors during implementation.
The provincial People’s Committee focuses on directing agencies, units, and localities to thoroughly grasp and strictly execute legal regulations on citizen reception, particularly fulfilling periodic and extraordinary reception regimes. Consequently, the responsibility of heads of state administrative agencies in receiving citizens and resolving complaints and denouncements is increasingly elevated - contributing to promptly capturing and addressing legitimate public petitions right at the grassroots level.
During the reporting period, levels and sectors across the province received 734 citizen reception turns involving 828 individuals, alongside receiving 3 large group delegations totaling 24 people. Among these, regular receptions accounted for 596 turns with 726 individuals, while periodic and extraordinary receptions by heads of organizations reached 136 turns with 98 individuals, including 1 large group delegation with 6 people. Additionally, 2 reception turns were conducted through authorization, involving 4 individuals.
The content of citizen receptions focused primarily on key sectors such as land recovery, compensation, support, site clearance, and infrastructure investment construction, alongside executing support policies and guaranteeing the rights and interests of residents affected by projects. Citizens also offered petitions and reflections regarding forest management, protection, and development policies, forestry land contracting, management, and usage, as well as enjoying benefits from state support policies.
Receiving, classifying, and processing petitions were strictly performed by levels and sectors in compliance with regulations. In the first six months of the year, all levels and sectors received and processed 1,003 petitions corresponding to 1,003 cases, among which 842 petitions/cases met handling conditions. The number of petitions and cases falling under local handling authority stood at 546 petitions/cases, comprising 91 complaints, 12 denouncements, and 443 petitions/reflections.
Complaint and denouncement resolution across the province continues receiving thorough direction and serious execution across levels and sectors - guaranteeing correct authority, sequence, procedures, and timelines as prescribed by law. During processing, competent agencies prioritized verification, collecting documents and evidence to clarify case contents, while stepping up dialogues with complainants and denouncers to listen to aspirations, explain legal provisions, and build consensus.
Through complaint and denouncement resolution, numerous cases were considered and processed promptly, safeguarding legitimate rights and interests of the State, organizations, and citizens, while identifying and recommending remedies for loopholes in state management. For denouncement resolution, strengthening dialogue, dissemination, and legal explanations yielded positive results, with 6 out of 14 denouncement cases under competent authority being suspended as denouncers voluntarily withdrew their petitions, representing 42.9% of total cases requiring resolution and helping limit complex, prolonged disputes while forging consensus among the public.
The Vietnam Fatherland Front Committee of the province seriously executed citizen reception, petition processing, and monitoring, issuing full operating regulations and reception schedules. In the early months of 2026, Fatherland Front Committees at all levels received 20 citizens with 29 petitions, dispatching representatives to meet, converse, and persuade several cases with prolonged complaints, thereby unblocking obstacles and building public consensus.
In Nậm Kè commune, dialogue, citizen reception, and petition handling receive serious attention from local party committees and authorities. The commune maintains a regular reception schedule while proactively receiving, classifying, and settling public reflections within its authority.
Nguyễn Tiến Thành, Chairman of the Nậm Kè commune People’s Committee, stated: “Identifying dialogue, citizen reception, and petition handling as regular tasks, beside receiving citizens at commune headquarters, leaders of the Commune People’s Committee directly visit the grassroots level to meet residents and resolve petitions. During receptions, we focus on listening to and fully capturing the legitimate thoughts, aspirations, and reflections of the public to handle them within our authority. Concurrently, we establish mediation councils to resolve matters promptly without prolonging them, safeguarding legitimate public rights and interests.”
Legal dissemination and dissemination regarding citizen reception, complaints, and denouncements are stepped up across levels and sectors in suitable formats, being integrated into conferences, village meetings, and grassroots level dissemination. This raises awareness and legal compliance among cadres, party members, and residents, limiting improper complaints and maintaining security and order right from the grassroots level.
Quàng Văn Lả from Bon village, Mường Lạn commune, shared: “Through local village meetings and legal dissemination sessions, we receive much practical information regarding civic rights and duties as well as complaint and denouncement sequences and procedures. Thanks to this, residents understand and comply with laws better, knowing how to reflect issues properly when obstacles arise.”
Every petition listened to and every case thoroughly and lawfully resolved contribute to consolidating public trust, enhancing social consensus, and laying a solid foundation for Điện Biên to develop stably and sustainably.
