Lighting up the dream of rehabilitation

ĐBP - Within the temporary detention center of Điện Biên province’s Police Department are individuals who once strayed onto the path of crime. They are now working diligently, driven by the determination to correct their mistakes and rebuild their lives. The State President’s decision to grant special amnesty has opened a new door, reigniting the dream of rehabilitation for these inmates.

Each special amnesty occasion sees more inmates who have demonstrated good behavior, shown remorse, and exhibited a strong will to rise above receive leniency from the law, allowing them to rejoin the society and start anew.

Trần Thị Mai Thương, sentenced to three years and six months in prison for abusing her position to embezzle assets, spent her days in detention filled with regret and remorse. Upon recognizing her wrongdoing, Thương made a concerted effort to reform, hoping to soon receive amnesty.

The inmates are making efforts to reform, improve themselves, and undergo training with the hope of soon reintegrating into the society and rebuilding their lives.

Thương shared: “Blinded by short-term gains, I lost my future and career. During my 21 months of imprisonment, I consistently strived to reform and labor diligently, hoping for a chance to restart my life. If I am fortunate enough to receive amnesty this time, I’ll make every effort to rectify my mistakes after reintegrating into the society”.

Each inmate at the temporary detention center has a unique background and sentence. Some violated the law due to ignorance, while others succumbed to the temptation of wealth. Their time in detention serves as an opportunity for reflection, acknowledging their mistakes, and striving for rehabilitation, nurturing their dream of redemption.

To mark the 50th anniversary of South Liberation and National Reunification Day (April 30, 1975 - 2025), the State President signed Decision No.266/2025/QĐ-CTN on March 3, 2025, regarding the special amnesty for 2025. This humane policy, implemented on the occasion of the country’s significant event, demonstrates the Party’s and State’s leniency towards prisoners, offering them a chance to rehabilitate and reintegrate into society. Upon learning about the President’s special amnesty decision, many inmates, including Thương, have been filled with hope. They have come to realize that despite their past mistakes, they can still make amends and start anew.

According to Lieutenant Colonel Vàng A Sính, Warden of the center, upon receiving the State President’s decision, the center promptly organized a campaign to announce and publicly posted the information, disseminating it to 100% of the inmates. The center conducted inspections, reviewed cases, and held meetings to nominate eligible inmates for special amnesty. Consequently, 19 inmates who met the conditions were proposed for special amnesty.

In addition to preparing the best conditions for inmates proposed for special amnesty, the detention center focused on effective communication for those who did not meet the conditions for special amnesty this time. This helped inmates feel secure in their rehabilitation efforts, striving to meet the conditions for future special amnesties or sentence reductions.

Quàng Văn Mai, who was sentenced to three years in prison for embezzlement, initially felt pessimistic. However, after a period of rehabilitation, Mai underwent a significant transformation. “Although I don’t qualify for special amnesty this time, I understand that despite my past mistakes, I can still make amends and start anew”, he held.

The inmates serving their sentences at the center are actively participating in labor and rehabilitation activities.

Lieutenant Colonel Vàng A Sính highlighted the new developments in the 2025 special amnesty decision, particularly the changes in the imprisonment period. Accordingly, inmates serving fixed-term imprisonment or life imprisonment commuted to fixed-term imprisonment must meet specific conditions: having served at least one-third of their sentence (previously one-half in 2024) for fixed-term imprisonment, and having served at least 14 years (previously 15 years in 2024) for commuted life imprisonment.

The expansion of special amnesty this year reflects the Party’s and State’s lenient policy, acknowledging the results of rehabilitation and education efforts in detention facilities. It is expected that on April 30, inmates who meet the conditions for special amnesty at the center will receive the State President’s special amnesty decision. For those granted amnesty, the path back to the society is always special, filled with emotions and new opportunities. Hopefully, as they leave the detention center behind, they will restart their lives, fueled by a newfound sense of purpose and determination.
