Attending the groundbreaking ceremony were Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; members of the Standing Board of the provincial Party Committee; former provincial leaders; and leadership of the provincial People’s Council and provincial People’s Committee.

On the side of FPT Corporation, there were Nguyễn Văn Khoa, General Director of FPT Corporation; and Lê Trường Tùng, General Director of FPT Education Organization and Chairman of the Council of FPT University.

Relatives of General Võ Nguyên Giáp also attended the groundbreaking ceremony.

Speaking at the groundbreaking ceremony, Chairman of the provincial People’s Committee Lê Văn Lương emphasized that the FPT Điện Biên Educational Complex will serve as a nursery for thousands of students and technology talents in the province as well as the Northwestern region. Upon completion, the project will open up more high-quality learning opportunities, contributing to training a workforce equipped with knowledge, digital skills, foreign languages, creative thinking, and adaptability to the labor market. The project will also attract teachers, lecturers, and experts; create jobs; and promote services, urban growth, and innovation activities in the locality.

The Chairman of the provincial People’s Committee requested FPT Corporation and FPT Education Organization to continue dedicating attention and focusing their best resources on the project, organizing scientific, safe, and quality construction. Along with building physical facilities, he asked FPT to promptly prepare training programs, management personnel, teachers, lecturers, and enrollment plans, while connecting training with the workforce needs of the province and the region.

Điện Biên province pledged to consistently accompany the investor. Provincial departments, boards, sectors, the People’s Committee of Điện Biên Phủ ward, and relevant agencies and units are responsible for proactively coordinating, supporting, and promptly resolving or advising on resolving difficulties and bottlenecks. The overall guiding principle is: “Clear personnel, clear tasks, clear responsibilities, clear progress, clear deliverables,” ensuring work is not delayed due to lack of coordination mechanisms.

According to the master plan, the FPT Điện Biên Educational Complex project will be an integrated, multi-level, and multidisciplinary educational complex, spanning from general education to vocational education and higher education. The project is deployed across an area of approximately 10.57 ha with preliminary total investment capital of VND 648.5 billion.

Once completed and operational, the FPT Điện Biên Educational Complex is expected to accommodate over 6,000 pupils and students annually, while creating jobs for nearly 500 lecturers, teachers, cadres, and staff. Thereby, it contributes to expanding learning opportunities, training the workforce, and step by step meeting the demand for high-quality human resources during the digital transformation and socioeconomic development process of Điện Biên province.

The project implementation timeline is divided into 3 phases. Phase 1 is expected to roll out within 2 years from the date of on-site land handover; Phase 2 will be carried out within 3 years following the conclusion of Phase 1; Phase 3 will continue for 3 years after the completion of Phase 2. The operational lifespan of the project is 50 years starting from the date of the decision on land allocation, land lease, or land use purpose conversion according to regulations.

At the ceremony, delegates performed the groundbreaking ritual for the FPT Điện Biên Educational Complex project.
