From fighting transnational and high-tech crime and pioneering digital transformation to caring for the lives of people in disadvantaged areas, each exploit of the Điện Biên Police today continues to contribute to building a solid people’s security position, creating a foundation for Điện Biên’s rapid, sustainable development and integration.
Safeguarding the strategic frontier
Điện Biên is a particularly important locality in terms of defense and security, with over 455 km of border area adjacent to Laos and China, while serving as a gateway connecting Vietnam’s Northwestern region with Northern Laos and Southwest China. In the context of deep integration, along with development opportunities come major challenges regarding non-traditional security, transnational crime, drugs, human trafficking, and high-tech crime.
Recognizing this strategic position, the Điện Biên Police has proactively advised the provincial Party Committee and People’s Committee to synchronously deploy solutions to ensure national security, maintain social order and safety, and absolutely protect the safety of key targets and major political and cultural events of the province and the country.
In 2025, the Điện Biên Police investigated and clarified 154 out of 183 social order offenses, reaching a rate of 84.2% and exceeding the target assigned by the Bộ Công an by 9.2%, while arresting and handling 361 suspects. Particularly, very serious and exceptionally serious cases were all successfully solved at a 100% rate. This result demonstrates the efficiency of crime prevention and control work, contributing to maintaining stability and creating favorable conditions for Điện Biên’s development.
Beyond preserving domestic peace, the Điện Biên Police has demonstrated a strategic vision in international cooperation for crime prevention. Since March 30, 2025, the standing drug prevention task force of the Điện Biên Police in Laos - the first model of its kind in the country - has coordinated to detect 125 cases and arrest 198 law violators in the neighboring country. They successfully seized over 2 tons of various narcotics, 27 guns, 1,556 bullets, and over 10 tons of industrial explosives along with numerous chemicals and precursors for drug production, while also coordinating to destroy over 22 hectares of opium poppy crops in the two provinces of Phongsaly and Luang Prabang.
This model not only expands the fighting scope of the police force outside the territory of Vietnam but also strengthens the special cooperative relationship between the Điện Biên Police and the police forces of six northern provinces of Laos, building a peaceful, friendly, stable, and developing border line.
Maintaining digital security and elevating public service
In 2025, the Điện Biên Police rose to the leading group nationwide in implementing the Government’s Project 06, ranking first in creating electronic health records, integrating health insurance information on the VNeID application, and collecting electronic identification profiles for agencies and organizations. Concurrently, the force ranked among the top five nationwide for gathering public feedback on the draft amendments to the 2013 Constitution and documents of the 14th National Party Congress via the VNeID application.
By the end of 2025, hundreds of thousands of level-2 electronic identification accounts had been activated, and 100% of medical examination and treatment facilities utilized chip-based citizen identity cards and VNeID to replace paper health insurance cards. Many online public services in fields such as residence, civil status, vehicle registration, and judicial records issuance are regularly used by citizens, reducing travel time and costs.
In border, remote, and isolated communes, instead of having to travel dozens of kilometers to complete procedures, residents can now perform them directly on smartphones or at the công an cấp xã. Non-cash payments for pensions and social allowances have also been deployed synchronously, increasing transparency and facilitating access to services.
A borderless “steel shield”
No longer limited by physical boundaries, high-tech crime creeps into cyberspace with increasingly sophisticated and transnational methods. On this front, the Điện Biên Police has demonstrated clear adaptability and modern combat mindsets.
A prime example is Special Case 625T, one of the major operations of the Điện Biên Police force in 2025. In the Golden Triangle Special Economic Zone in Laos, functional forces dismantled an organization using the internet to commit property fraud, arresting 74 suspects including 59 Vietnamese and 15 Chinese nationals. Initial investigations identified around 10,000 victims nationwide, with total estimated damages of around VND 200 billion.
Following that, in early 2026, Special Case 426H was successfully smashed, dismantling a transnational high-tech crime ring operating in Laos. Functional forces neutralized and arrested 59 Vietnamese and foreign suspects while disabling the entire online fraud “operation center” right as it was functioning.
These victories demonstrate the outstanding growth in professional competence, international coordination capacity, and technology mastery of the Điện Biên Police, showing that a local police force is fully capable of fighting transnational crime in the digital environment.
In the strategy of defending the Fatherland from early on and from afar, the Điện Biên Police not only maintains peace for a border locality but also protects the strategic security corridor of the country’s Northwest. This is also vivid proof of the role of the Điện Biên Police in safeguarding non-traditional security, firmly maintaining national digital sovereignty, and protecting the People in cyberspace in the new era.
72 years after the Điện Biên Phủ Victory, on the land that once marked the exploit that resounded across five continents and shook the earth, the Điện Biên Police today continues to write new exploits in peacetime. It is a journey of preserving peace on the frontier, protecting sovereignty, pioneering digital transformation, fighting transnational crime, and creating a stable environment for investment and development.
