Extending military-civilian solidarity

ĐBP - Setting aside shooting ranges and daily combat training exercises, in late July, Regiment 82 organized field marches combined with mass mobilization work across Điện Biên Phủ ward and the communes of Thanh Nưa, Sam Mứn, and Pu Nhi.

To ensure the grassroots field deployment achieved practical results, Regiment 82 developed concrete plans and coordinated with local Party committees and authorities to survey practical needs and assess specific workloads. Simultaneously, units notified plans to local departments, sectors, mass organizations, and armed forces for coordinated implementation. A total of 160 officers and soldiers were assigned specific tasks across assigned directions. Prior to deploying to the grassroots, 100% of officers and soldiers were thoroughly briefed on missions and educated about local customs, practices, and living habits; they were also trained in mass mobilization skills, community engagement methods, communication techniques, and local area monitoring.

Senior Lieutenant Lê Hồng Việt, Political Chief of Regiment 82, stated: “Through each field trip to the grassroots, officers and soldiers have the opportunity to stay close to the people, listen to and better understand their lives, aspirations, and hardships, and join hands with localities to carry out practical works. This also provides an occasion for soldiers to hone mass mobilization skills, raise their sense of responsibility, and improve mass mobilization methods, thereby tightening military-civilian solidarity and contributing to building an increasingly solid public support base.”

During the days troops stayed at the grassroots, across hillsides and farm plots, officers and soldiers joined local residents in digging planting holes, planting crops, and tending farm acreage, accelerating local agricultural production.

As one of the households supported with digging holes for coffee planting, Lường Văn Lưu in Na Hai village, Sam Mứn commune, shared: “This year, my family converted nearly 1 hectare of land to coffee cultivation. Digging holes and planting coffee requires substantial labor, but with few family members, progress was slow. Having soldiers assist has saved our family significant labor and sped up planting progress.”

During the campaign, officers and soldiers of Regiment 82 dug and planted 25,620 macadamia holes, assisting over 15 households; participated in planting 9.4 hectares of coffee; and fertilized 15.3 hectares of pineapples and 0.5 hectares of coffee, helping local residents develop livelihoods, expand raw material areas, and enhance production efficiency.

Phạm Thiết Chùy, Chairman of the People’s Committee of Sam Mứn commune, stated: “The field march by Regiment 82 carries very practical significance for our locality. Officers and soldiers did not merely conduct outreach and mobilization, but directly went to the grassroots to carry out concrete tasks alongside the people. In particular, assistance in planting and caring for coffee and pineapples has helped villagers reduce labor workdays and accelerate production schedules. This represents highly meaningful companionship with the locality in developing high-value crops and steadily increasing public incomes.”

Beyond supporting production development, officers and soldiers of Regiment 82 dedicated numerous workdays to improving living conditions and rural landscapes at the grassroots level.

In residential quarters, soldiers and locals dredged irrigation canals, cleared water flows, cleared brush, cleaned intra-village roads, repaired degraded road sections, and cleaned cultural houses and satellite school sites, contributing to creating green, clean, and beautiful landscapes.

From July 16 to July 31, officers and soldiers of Regiment 82 dredged and cleared 6.2km of irrigation canals and streams; cleared 4.9km of drainage ditches; cleared brush and cleaned approximately 27km of transport roads, inter-village paths, and community routes; and repaired and leveled 5km of roads across Điện Biên Phủ ward and the communes of Thanh Nưa, Sam Mứn, and Pu Nhi. Deploying to the grassroots in July, units also organized various social welfare activities, assisting policy beneficiary families, disadvantaged households, and elderly solitary individuals with house cleaning, garden renovation, and ground leveling, while coordinating visits and gift presentations to policy beneficiary families on the occasion of the Wounded Soldiers and Martyrs Day (July 27).

At the grassroots, each workday helping the people provides another opportunity for officers and soldiers to get closer to and understand local residents better. To elevate communication effectiveness, units integrated broadcasts over grassroots loudspeaker systems covering drug prevention and control, the harmful effects of alcohol and beer, domestic violence prevention, and the Law on Marriage and Family. Officers and soldiers actively encouraged people to uphold solidarity and build a cultured lifestyle. Through modest and practical actions, the image of soldiers has become closer to the people, consolidating military-civilian trust and affection right from the grassroots.

Senior Lieutenant Vàng A Huyền, Commander of Company 9, Battalion 3, Regiment 82, shared: “To successfully complete assigned missions, our unit identified staying close to the area, remaining close to the people, and understanding the people as essential requirements. Each cadre and soldier must not only perform assigned tasks well, but also possess mass mobilization skills, know how to listen, and respect the customs and practices of the people. During mission execution at the grassroots, officers and soldiers always demonstrate resolve and effort to overcome difficulties and achieve set targets.”

From coffee plots and macadamia hills to village roads, canals, and disadvantaged homes, the green uniforms of soldiers have left practical imprints. Each completed task contributes to local socioeconomic development and national defense and security, while fostering military-civilian trust and solidarity. That remains the most enduring value following each field deployment to the grassroots and the people.
