These results have laid an essential foundation for Điện Biên province to enter a higher stage of development based on technology, data, and innovation. Through the issuance of Resolution No.17-NQ/TU on February 27, 2026, regarding breakthroughs in science, technology, innovation, and digital transformation for 2026 - 2030 with a vision to 2035, Điện Biên is realizing its aspiration to turn these sectors into the primary drivers for a green and sustainable economy.
Currently, at commune-level Public Service Centers, residents no longer need to carry as many documents as before when performing procedures. Files are received, processed, and returned through an electronic system. Procedures that once required multiple trips and days of waiting have been significantly shortened, representing a visible change following the implementation of Resolution 13 on digital transformation and Resolution 57 on science and technology development.
Simultaneously, telecommunications and information technology infrastructure have been expanded to the grassroots level, with 4G/5G coverage reaching approximately 98%. Numerous specialized databases have been formed, and online public services are being deployed with increasing efficiency. 100% of state agencies at all levels use digital document management platforms linked to the National Document Exchange Axis. The rate of electronic documents with digital signatures has reached 98%, while 100% of officials are provided with official public email accounts, and the online conference system connects the province to every commune and ward.
In the agricultural sector, digital transformation is opening new directions for the production and consumption of products. At the Tâm Thiện Rice Cooperative in Thanh An commune, the production process has been invested in with a modern, closed-loop approach, allowing products to be introduced and traded on e-commerce platforms to gradually expand the market.
Trần Thị Hương Quế, Director of the Tâm Thiện Rice Cooperative, noted that alongside applying machinery in production, the cooperative has placed products on Shopee, helping them reach a wider customer base. In many highland communes, residents have begun using smartphones to livestream their agricultural products and access e-commerce through platforms like ocop.dienbien.gov.vn. Due to these outstanding results in digital transformation and the quality of real-time electronic public services provided to citizens and businesses, Điện Biên province was ranked as “Excellent” in 2025.
Despite these achievements, practical development requires a further vision and enough momentum for a comprehensive change. In this context, Resolution 17 is seen as the “compass” for the new phase, shifting the focus from “implementing digitization” to “breakthrough innovation.” This resolution inherits and elevates previous goals by linking digital transformation with science and technology development.
Accordingly, the province will focus on the synchronized development of green, circular, and digital economies while promoting low-altitude and border economies tailored to local conditions. Effort is also being directed toward removing core bottlenecks in digital infrastructure, highland connectivity, logistics, and access to public services in health, education, and markets. The administrative management style is shifting toward governance based on data and outcomes, using socio-economic efficiency and the satisfaction of residents and businesses as the primary yardsticks.
The strategic goal for 2030 is to have the digital economy contribute over 25% of the provincial GRDP, with 100% of state agencies operating in a digital environment. The province aims for 85% of administrative procedures to be processed entirely online, with over 80% of citizens and businesses regularly using online public services. Additionally, the rate of standardized, connected, and shared data is targeted to reach 85% or higher.
To concretize these goals, the provincial People’s Committee issued Action Plan No.2092/KH-UBND with a clear roadmap following the motto of “clear person, clear work, clear responsibility.” The province has established an Innovation Center to serve as a bridge and a “one-stop” support point, helping businesses and residents access innovation and digital transformation through consulting programs, training, shared workspaces, and common digital platforms. This center assists businesses in testing and applying new technologies while helping residents improve their digital skills, creating a foundation for local digital economic and social development.
With the solid foundation from Resolution 13 and Resolution 57, alongside the specific action plan for Resolution 17 and the determined involvement of the political system, Điện Biên is gradually asserting its position not only as a land of heroic history but also as a bright spot in technological application and sustainable development.
