Leadership is now centralized under a specialized Steering Committee, ensuring that every level of government, from provincial departments to grassroots units, is equipped with actionable plans and specific targets to foster an environment of innovation.
This digital evolution is built upon the interconnected pillars of digital government, economy, and society. In terms of governance, the province has successfully modernized its shared information systems, achieving a milestone where 100% of electronic documents are digitally signed and all public services are accessible via the National Public Service Portal.
The implementation of the Intelligent Operation Center (IOC) integrates 12 critical service groups and databases, providing a real-time pulse of provincial activities. This systemic overhaul is complemented by the “Green Lane” mechanism for major investment projects, which has effectively slashed administrative processing times by at least 60%, streamlining the journey for key non-budgetary initiatives.
The economic landscape is witnessing a similar revolution as local enterprises and cooperatives embrace e-commerce. All 88 OCOP entities, including the Phìn Hồ Agricultural Cooperative in Si Pa Phìn, now leverage platforms like Zalo, Facebook, and TikTok to reach national markets. In fact, some local producers report that up to 70% of their sales are now generated through these digital storefronts, allowing traditional products to reach every corner of the country.
On the social front, essential services have been digitized to improve the quality of life for residents. From digital health records covering 68.3% of the population to the 100% adoption of cashless payments in public healthcare and education, the digital shift is making state services more transparent and accessible.
Recognizing that technology is the “key” to socio-economic acceleration, Điện Biên has actively cultivated high-level partnerships. A strategic agreement with the Hanoi University of Science and Technology for the 2025-2030 period focuses on applying Artificial Intelligence (AI) in healthcare, education, and disaster monitoring. Collaborations with tech giants like VNPT, Viettel, FPT, and the OSB Group further provide the necessary technological muscle to sustain this momentum. These efforts have yielded tangible results, with Điện Biên’s Digital Transformation Index (DTI) ranking 6th out of 34 provinces in 2024.
With the digital economy contributing approximately 15% to the GRDP in 2024, the province is firmly establishing itself as a significant player in the national digital landscape.
This progress not only enhances the efficiency of state management but also inspires every citizen and business to act as a digital ambassador. By turning “listening to the people” into a data-driven reality, Điện Biên is ensuring that its government remains close to its citizens, truly serving the needs of the modern era.
