Recognizing the crucial role and significance of digital transformation, youth union organizations at all levels in the province have regularly conducted awareness campaigns and digital capacity-building activities to improve digital skills and equip young people with essential knowledge. They have encouraged Youth Union members to actively participate in the National Digital Transformation Day and the Điện Biên province Digital Transformation Day. At villages, hamlets, and residential groups, youth unions have established community digital technology teams to promote, mobilize, and assist people in obtaining citizen identification cards, integrating documents, installing, and activating electronic identification accounts, using the VNeID application, and accessing online public services.
Đặng Thành Huy, Secretary of the provincial Youth Union, shared that to uphold the pioneering role of youths in digital transformation, the provincial Youth Union has signed agreements with the provincial Police Department and the provincial Women’s Union to promote the dissemination, registration, and installation of electronic identification accounts and online public services.
Accordingly, youth unions at all levels have actively disseminated information about Project 06 through online portals, social media, meetings, conferences, and grassroots union activities. All district, town, and city youth unions have simultaneously launched peak campaigns and volunteer Saturdays to promote Project 06 and the benefits of chip-based citizen identification cards. Each youth union member has guided 5-6 citizens in installing and activating electronic identification accounts. After more than a year of implementation, youth unions across the province have helped over 111,350 people set up and activate electronic identification accounts.

Notably, the provincial Youth Union has coordinated to implement a pilot model of using electronic identification applications for lodging registration at the provincial General Hospital. This initiative supports the collection of citizen identification card information, electronic identification accounts, and lodging registration through the VNeID application in hospital departments and wards. At several historical sites in the province, the Youth Union has implemented youth projects on “Digital Transformation in Tourism Promotion - Cultural Heritage,” enabling locals and visitors to easily access information about historical sites. Furthermore, the provincial Youth Union has encouraged members to actively participate in the contest “Understanding the Law on Citizen Identification, Electronic Identification, and Authentication in Vietnam.” This initiative helps raise awareness among officials, civil servants, and the public about the significance of implementing Project 06.
Additionally, the provincial Youth Union has launched a campaign to collect and donate old computers and mobile phones for ethnic communities in remote and border areas. The campaign has received enthusiastic participation from youth union members, resulting in the donation of 36 sets of computers worth VND 540 million to Điện Biên Đông, Mường Nhé, Tuần Giáo districts, and Mường Lay town. This initiative has improved learning and working conditions for young people and children in difficult areas, enhancing access to educational information through technology and contributing to national digital transformation efforts.
Khoàng Văn Ngoan, Secretary of the Nậm Pồ district Youth Union, stated that to spearhead digital transformation, the local Youth Union has launched a movement to guide people in installing and using digital platforms. Youth union members, in collaboration with community digital technology teams, have volunteered to assist people in installing and using electronic identification applications. Additionally, the organization has launched peak volunteer activities to help people register, activate electronic identification accounts, use the VNeID application, and access online public services in Nà Hỳ commune. They have also provided solutions to citizens’ questions about installing and using electronic identification applications, assisted in citizen identification card registration procedures, and guided the registration, activation, and use of accounts on the National Public Service Portal.
Furthermore, youth union members in various communes have worked with relevant authorities to conduct door-to-door outreach, educating residents on the benefits of electronic identification registration and authentication. They have provided hands-on guidance on installation and activation while assisting citizens in using online public services. The district Youth Union has also effectively implemented electronic identification applications for lodging registration at medical facilities, ensuring timely guidance for patients and their families in citizen identification registration, electronic identification account activation, and lodging registration via the VNeID application. These efforts have significantly contributed to the successful digital transformation in the district.
