Điện Biên well cares for lives of policy families and national contributors

ĐBP - Determining that caring for the lives of policy families and people with meritorious services to the revolution is a sacred responsibility that reflects ethics and deep affection, over the past years, through numerous practical policies and flexible approaches, Điện Biên has step-by-step raised the material and spiritual lives of policy families, contributing to spreading the “When drinking water, remember its source” tradition within the community.

The family of Nguyễn Thị Lựu, a martyr’s widow in Thanh Yên commune, is one of the cases supported by the temporary housing eradication program for people with meritorious services. Previously, her house had degraded severely, leaking everywhere during heavy rains and causing many difficulties in daily life. In 2025, her family received a support of VND 60 million to build a new house. The spacious and sturdy house helps her live in peace of mind in her old age, partly making up for the losses and sacrifices in her life.

Sharing her joy, Nguyễn Thị Lựu emotionally said: “Previously, my house was dilapidated and leaky, making me anxious when sleeping at night; every time it rained, I had to use buckets and basins to catch water. With the state’s care and support, having a clean, beautiful, and leak-free house now makes me very happy.”

Sam Mứn commune currently has 33 policy families and people with meritorious services to the revolution. Over the past years, the commune has always identified the implementation of preferential policies for people with meritorious services to the revolution as an important, regular, and long-term political task. Directing documents are deployed in a timely manner, and responsibilities are specifically assigned to public servants in charge of the socio-cultural sector and to villages and hamlets for managing, monitoring, reviewing, and updating target group fluctuations.

Inspection and supervision work is maintained regularly to promptly detect and rectify shortcomings and limitations during implementation. Thanks to this, the deployment of policies for people with meritorious services in the area is guaranteed to be unified, serious, and effective. Currently, the entire commune has 21 individuals receiving monthly allowances, and 100% of people with meritorious services and their relatives are granted health insurance cards and prioritized for medical examinations and treatment at provincial-level medical facilities.

Vice Chairman of the Sam Mứn commune People’s Committee Lê Ngọc Hoàn stated that they identify caring for people with meritorious services as both a policy implementation and the responsibility and sentiment of the local party committee, authority, and people. Therefore, the commune always pays attention to fully reviewing all subjects, ensuring no omissions or delays in regimes. Aside from fully and promptly paying out regimes, they also emphasize visiting and encouraging them during holidays and Tết, while mobilizing social resources to support housing repairs, helping people with meritorious services stabilize their lives in the long run.

Currently, Điện Biên manages more than 16,000 profiles of people with meritorious services and their relatives, executing monthly allowance payments for over 1,000 turns of people with a total budget of over VND 3.5 billion per month, alongside paying martyr worship allowances to more than 600 families.

“Gratitude-paying” activities, especially during holidays, Tết, and Invalids and Martyrs’ Day (July 27), are organized practically and effectively with the participation of the entire socio-political system. During the Bính Ngọ Lunar New Year in 2026, the entire province presented gifts to 37,806 turns of people with a total budget of more than VND 15 billion, within which ,1291 people with meritorious services and martyrs’ relatives received gifts valued at over VND 500 million. Tết gifts from the State President were also delivered to 1,315 people with meritorious services, totaling nearly VND 400 million.

On April 29, in an atmosphere heading towards the 51st anniversary of Southern Liberation and National Reunification Day, the 72nd anniversary of the Điện Biên Phủ Victory, and International Workers’ Day on May 1, the Việt Nam Fatherland Front Committee of the province organized a meeting to present gifts to policy families, people with meritorious services, Điện Biên soldiers, Southern liberation soldiers, poor households, and workers facing difficult circumstances. Merely 300 gifts were handed over, contributing to encouraging, sharing, and spreading the spirit of mutual love and affection.

In addition, localities focus on creating favorable conditions for people with meritorious services and policy families to develop their economies, improve their incomes, and raise their quality of life. Many effective production and business models have been deployed and replicated, bringing stable livelihoods and helping families rise above poverty sustainably.

Practical and persistent deeds in caring for people with meritorious services in Điện Biên have been affirming the responsibility and deep sentiments of the party committees, authorities, and ethnic groups in the province. From such care, many policy families gain more motivation to rise up, stabilize their lives, and actively contribute to local development. This is also how Điện Biên preserves and spreads fine traditional values, paying tribute to the past through concrete actions today, heading toward an increasingly prosperous and sustainable future.
