Pu Nhi commune currently records 80 drug addicts. Alongside stepping up communication, mobilization, rehabilitation support, and community reintegration, the locality identifies the strict management of addicts and post-rehabilitation individuals as a primary task. Priority is placed on administering residency, closely monitoring demographic fluctuations, and maintaining periodic drug screenings for post-rehabilitation individuals to detect relapse risks promptly.
Quàng Văn Đức, Head of Huổi Tao village in Pu Nhi commune, shared that the village security and order protection team proactively coordinates with commune police to review cases and compile dossiers for compulsory rehabilitation. The team concurrently maintains periodic testing for individuals who have reintegrated into the community.
Closely coupling residency administration with post-rehabilitation monitoring has formed a closed-loop prevention process, mitigating relapse risks. In the border commune of Mường Nhà, narcotics control challenges mounted following administrative boundary restructuring. An expanded territory, rugged mountainous topography, and an extended borderline have complicated household and demographic management. Currently, 22 out of 28 villages in the commune have yet to meet the “drug-free” benchmark, posing latent complications without stringent oversight.
The Mường Nhà commune Police operate under the ethos of “clinging to the grassroots, acting resolutely, and tolerating no forbidden zones,” assigning officers to village posts to eat, live, and work alongside the people while monitoring demographic shifts and irregular temporary stays across border fringe areas. By staying close to the terrain, functional forces have detected and dismantled complex gathering points, while compiling dossiers for compulsory rehabilitation and maintaining effective methadone treatment.
Lieutenant Colonel Trịnh Đức Huy, Head of the Mường Nhà commune Police, affirmed that despite an expansive area and thin manpower, the unit is determined to tighten administration and clean up the remaining 22 villages, striving to achieve the target of 100% drug-free villages by the end of 2026.
Unlike highland localities, Điện Biên Phủ ward faces the distinct complexities of an urban hub. Concentrating dense populations, vital transport arteries, and an expanding network of restaurants, hotels, guesthouses, karaoke parlors, and recreational establishments, the area harbors blind spots that narcotics criminals exploit to blend in and operate. The risk of illicit substances infiltrating youth, pupils, students, and informal laborers via modified channels and new-generation drugs - such as illicit e-cigarettes and narcotics disguised as foodstuffs - remains persistently high.
Confronting these hazards, the Điện Biên Phủ ward Police proactively shifted from passive response to early, distant prevention. Since the beginning of the year, ward police have reviewed demographics and organized unannounced drug screenings for over 500 individuals under management or within high-risk categories. Through this, positive cases were screened, categorized, and placed under management measures. Alongside deterrence efforts, the ward police expedited dossier compilation for compulsory rehabilitation while tightening temporary residency and absence checks.
Lieutenant Colonel Dương Trọng Hùng, Deputy Head of the Điện Biên Phủ ward Police, emphasized that urban development brings increasingly sophisticated criminal schemes. Cadres and soldiers are directed to intensify field presence and coordinate with residential groups under the motto of visiting every alley, knocking on every door, and checking every subject. Testing and inspections aim not only to handle violations, but crucially to halt the formation of complex hubs, preserving a safe and healthy urban living environment.
Strictly managing residency and monitoring shifts and abnormalities across localities enables early, practical narcotics prevention. When hazards are identified in time, a proactive defense posture is forged, safeguarding security, order, and community peace.
