Mr. Lò Văn Biến’s family, in Noong Nhai village, Mường Thanh ward, is one of the households supported under the program. A 61% war invalid, Mr. Biến had long wanted to repair his stilt house but lacked the financial means. Thanks to VND 30 million in support from the project and over VND 100 million contributed by relatives, he was finally able to renovate his home into a spacious, well-ventilated and solid dwelling.
Emotionally, Mr. Biến shared: “I never thought my old house would be renovated so beautifully. I am deeply grateful to the Party, the State, and local authorities for helping me have a safe and solid place to live, especially on the occasion of War Invalids and Martyrs Day. This is a priceless gift for my family.”
In another newly renovated house, Ms. Hoàng Thị Loan, also from Mường Thanh ward, could not hide her emotion. She said: “My father was a martyr who died during the resistance war against the French. My husband is a 61% war invalid, and my younger sister was a martyr in the war against the Americans. This house was built nearly 20 years ago, and during rainy seasons, I always worried because the roof was damaged. When the local authorities informed me that I would receive housing repair support, I was overjoyed. Now I feel reassured, no more leaks during rains, and the floor is no longer slippery.”

According to Decision No.65/QĐ-UBND dated January 13, 2025, approving the Housing Support Project for people with meritorious services and martyrs’ families in Điện Biên province, a total of 169 houses were initially planned for support (including 56 new constructions and 113 repairs). After re-evaluating the beneficiaries, due to cases that had already received support from other programs, deceased individuals, or those who had relocated, the number was adjusted to 155 houses, with the goal of completing all works before July 27, 2025.
The provincial Party Committee and People’s Committee directed relevant departments and local authorities to urgently review beneficiaries, prepare detailed plans, and implement the project thoroughly down to each household. The repair and construction work has been carried out with urgency and in accordance with the principle of “six clarities”: clear people, clear tasks, clear responsibilities, clear authority, clear timeline, and clear outcomes. Many official documents were issued to guide implementation, while communication and public awareness campaigns helped build strong community consensus.
As of July 20, 2025, about 124 out of 155 houses had been completed. The remaining 31 houses have already started construction and are expected to be finished by July 25. The total project cost exceeds VND 6 billion, temporarily funded by the provincial budget in advance of central funding. All houses built or repaired meet quality standards, comply with design regulations, and are suited to real-life conditions and the needs of the beneficiaries. In the absence of central funding, the provincial government has proactively provided advances to localities to ensure implementation.
The construction and repair of homes for people with meritorious services and martyrs’ families is a crucial social welfare policy, reflecting the profound care and gratitude of the Party, the State, local authorities, and the people toward the sacrifices made by previous generations for the nation’s independence and freedom.
