From early morning on May 25, candidates from many localities across the province gathered at the testing area at the Điện Biên province’s Automobile Transport Joint Stock Company to take the A1 motorcycle driving license test. The theoretical test was fully computerized with standardized software integrating automatic scoring and randomized coded questions. Meanwhile, the practical test was monitored by cameras and sensors directly attached to the motorcycle, ensuring absolute accuracy and fairness.
Although the atmosphere was serious, it was not tense. Besides supervisors, the Traffic Police Team assigned many technical staff to assist and guide candidates before each test section. For many people from highland areas, it was their first time taking computer-based tests, causing some initial confusion. However, thanks to the dedicated support from traffic police officers, almost all candidates performed well.

From guiding lines, checking documents, providing technical support to explaining exam regulations, all demonstrated dedicated service and high responsibility.
After finishing the theoretical test, Vừ A Dềnh from Sa Dung commune, Điện Biên Đông district, shared: “At first, I was a bit nervous... But then, seeing how friendly and supportive the staff were, guiding me from entering the test room to using the computer, I felt more confident.”

With a well-organized foundation, modern technology, and clear spirit of serving the people, this model has received high consensus and support from local residents. The transfer of the examination and licensing task to the provincial Police Department is a major handover requiring organizational changes and mindset shifts among implementing officers.
Colonel Vi Xuân Nghĩa, Deputy Head of the Traffic Police Division emphasized: The most important goal of the first driving license exam in Điện Biên province is to improve the quality of drivers and ensure traffic safety. The examination is conducted strictly and professionally to accurately assess learners’ skills, thereby issuing licenses only to qualified individuals, contributing to reducing traffic accidents. This is also an important step to enhance state management efficiency in training, examination, and licensing through openness, transparency, and better effectiveness. With a spirit of serving the people, this exam created favorable conditions especially for residents in remote areas to easily access learning and testing processes.
