Thanks to doing well in mass mobilization work and transparently publicizing compensation and resettlement support policies, many households have agreed to hand over the sites, contributing to ensuring the deployment schedule of works and projects serving local socio-economic development.
The new urban area, resort tourism, and sports services project in the Northwest of Điện Biên ward (phase 1) recovers a total area of over 100 hectares; of which more than 20 hectares are residential and agricultural production land belonging to nearly 60 households in Chế Biến, C1, and Hạ villages (Thanh Nưa commune).
Although the project has just received investment policy approval, to create consensus among the people, the Party committee and authorities of Thanh Nưa commune identified propaganda and mobilization as the leading important solution. Working groups regularly go to the grassroots level to meet each household to propagate the province’s policies, publicize compensation, support, and resettlement policies, and listen to the thoughts and aspirations of the people.
Chu Văn Bách, Chairman of the Thanh Nưa commune People’s Committee, stated: We have assigned specific tasks to each agency and unit to coordinate with the Provincial Land Fund Development Center and the provincial Center for Natural Resources and Environment Techniques to measure, count, compile statistics, and classify the recovered land area and assets on land to ensure that compensation, support, and resettlement are open, transparent, and in accordance with regulations. This creates consensus among the people, striving to complete the site clearance work before June 15, 2026, to hand it over to the investor.
The Điện Biên Phủ Cultural and Historical Tourism Cable Car Complex project is deployed in the two communes of Mường Phăng and Pu Nhi, highlighted by a modern cable car route about 5km long, connecting from the relic site of the Meeting Place of the Armed Forces declaring victory to the top of Pu Tó Cọ - which was once the observation post of General Võ Nguyên Giáp during the historic Điện Biên Phủ Campaign.
To ensure the project implementation schedule, currently, the Mường Phăng commune People’s Committee is focusing on stepping up the propaganda and mobilization of the people, especially households with land and assets in the affected area. Contents related to land recovery, counting, compensation, support, and site clearance are deployed openly, transparently, and in accordance with legal regulations to create consensus among the people.
Concurrently, Mường Phăng commune is actively coordinating with specialized units to conduct measurements, reviews, and identification of land users in the project implementation area. As of May 21, nearly 200 households in the commune have coordinated to declare and count land and assets on land to serve the site clearance work.
Trần Văn Tuấn, Chairman of the Mường Phăng commune People’s Committee, said: Through propaganda work, the majority of the people agree, support, and clearly realize the significance of the project for the locality’s long-term development. To gain the people’s high consensus in implementing the project, the Mường Phăng commune People’s Committee continues to call on households to promote a spirit of consensus and coordinate closely with functional agencies in the process of measuring, counting, and verifying the current land status, contributing to effectively deploying the province’s key project.
Besides large projects deployed in the province, recently, localities have strengthened direct dialogues with the people, promptly removing arising difficulties and obstacles. Simultaneously, they have accelerated counting work, perfected dossiers, arranged resettlement, and paid compensation in accordance with regulations.
Some projects achieving positive results in site clearance include the Him Lam 7 Urban Residential Area project with a site clearance area of over 3.3 hectares from 51 households and 2 organizations. Currently, the project has basically completed the site clearance work; 51 out of 51 households and 2 organizations have had their compensation plans approved. Among them, 50 households and 2 organizations have received the money and handed over the site.
The Mường Thanh A Urban Residential Area project has a total recovered area of nearly 50,000 square meters from 172 households, individuals, and organizations. To date, 100% of the land origin verification has been completed, with plans approved for 27 households; simultaneously completing the asset counting for 120 out of 145 households. In addition, many other projects such as the Điện Biên provincial Museum, the Thanh Minh - Độc Lập Hill road, the project to renovate greenery at relic sites, and the Thanh Hưng - Thanh Chăn Commercial Residential Area are being actively deployed.
Despite the achieved results, site clearance work still faces many difficulties, but to create consensus among the people, localities focus on stepping up propaganda work and transparently publicizing compensation, support, and resettlement policies; while strengthening direct dialogues to answer people’s petitions and queries. The arrangement of resettlement receives special attention to ensure people have a stable place to live.
In the coming time, Điện Biên province will continue to direct specialized units to accelerate the work of measuring, verifying land origins, perfecting legal records, allocating sufficient capital to pay compensation, and building resettlement areas. For cases of intentional delay and non-compliance despite full mobilization and propaganda, functional agencies will enforce land recovery in accordance with legal regulations to ensure the progress of key works.
With the drastic involvement of the entire political system and the consensus of the people, the site clearance work in the province is expected to continue achieving positive results, contributing to promoting the socio-economic development of Điện Biên province in the coming period.
