After receiving guidance from members of a Community Digital Transformation Team, Lường Văn Doan of Pom Loi village, Mường Thanh ward, successfully installed VNeID, registered a bank account, and became familiar with online public services. Initially uncertain about how to use digital applications, he has now become proficient in many of VNeID’s features and has integrated several personal documents into the platform for use in daily transactions.
Doan shared: “After integrating some of my documents into VNeID, presenting documents has become much more convenient and time-saving. For example, when I go for a medical check-up, I only need to bring my citizen identification card. If I forget my driver’s license, I can simply open VNeID on my phone to verify the information.”
In Điện Biên province, Community Digital Transformation Teams serve as the frontline force helping bring digital technology closer to citizens. Đỗ Thị Mến, a member of the Community Digital Transformation Team in Sam Mứn village, Thanh An commune, said: “Our team has 10 members, all of whom have participated in digital transformation training courses organized by the commune People’s Committee and specialized agencies. After the training, team members directly assist residents in installing and using digital applications and accessing online public services.”
During village meetings and community gatherings, residents receive support in installing VNeID, using chip-based citizen identification cards, and accessing digital health insurance services. They are also guided on how to access the Public Administrative Service Center’s online portal to complete procedures related to land administration, civil registration, and many other administrative services.
This approach helps residents reduce travel time and gradually develop the habit of handling administrative procedures in a digital environment.
With the support of Community Digital Transformation Teams, the application of digital technology in many remote and mountainous villages across Điện Biên province has seen significant improvements. Training sessions are organized directly at village cultural houses under a hands-on learning approach, allowing residents to practice using smartphones themselves.
Many people have learned how to create accounts, log into applications, integrate electronic documents, and use online public services. Practical, real-world guidance has enabled residents to confidently use digital platforms for daily transactions and administrative procedures.
To further improve the effectiveness of Project 06, from June 1 to August 31, 2026, the Điện Biên provincial Police launched the campaign titled “Digital summer with VNeID: Guiding digital citizens and supporting the implementation of Project 06.” The campaign is being carried out across the province.
Under the plan, police officers in communes and wards, in coordination with socio-political organizations, visit villages and residential areas to assist residents with installing and activating electronic identification accounts, integrating personal documents into the VNeID application, and learning how to use its digital utilities.
Currently, electronic documents are gradually replacing traditional paper documents in many administrative procedures, healthcare services, banking transactions, and other essential services. Public awareness campaigns are also helping residents better understand electronic identification systems and encouraging greater use of online public services.
The widespread adoption of VNeID’s digital utilities is creating positive momentum for the development of digital government and a digital society in Điện Biên province. As citizens increasingly use electronic identification, integrate personal documents, and access online public services, administrative reform continues to improve while providing a strong foundation for the broader implementation of digital transformation initiatives across the province.
