Bringing digital skills to remote communities

ĐBP - In celebration of national digital transformation day and the province’s own digital transformation day in 2025, communes and wards across the province are actively rolling out the campaign “visit every alley, knock on every door, guide every resident in digital skills and using digital services.” the initiative aims to bring the spirit of digital transformation to every village, helping highland residents gradually access and master digital platforms in daily life, production, and community activities.

In Mường Lạn commune, once the plan was launched, teams from the Department of Culture and Society, local police, the public service center, social insurance office, Viettel, VNPT, the youth union, and community digital groups in the villages immediately got to work. The program is being implemented directly in villages such as Bon, Pá Nặm, Khén, Thẳm Tọ, Huổi Lướng, Lịch Tở. The campaign’s goal is to help residents install and effectively use digital platforms like Điện Biên Smart, VNeID, VssID, online public service utilities, cashless payments, digital signatures, and basic e-commerce skills.

On october 17, a hands-on session in Thẳm Tọ village drew more than 40 households. Residents were not only introduced to the meaning and benefits of digital transformation but also guided in installing and operating applications themselves. Thanks to patient instruction from specialists and youth volunteers, most participants learned to look up administrative information, register for online procedures, check social insurance, pay utility bills via mobile, and safely buy and sell goods online.

Đào Duy Thạch, Vice Chairman of Mường Lạn commune, said: “This is a program our commune has prioritized as part of digital transformation day activities. Mường Lạn is predominantly home to ethnic minorities, who have limited access to technology.  By guiding residents directly and hands-on, we are confident they will effectively use digital platforms, contributing to the growth of a digital economy and society locally.”

In Chiềng Sinh commune, the same “visit every alley, knock on every door, guide every resident” campaign is in full swing. Demonstrating initiative and leadership, the Youth Union mobilized in villages Nà Sáy 1 and Nà Sáy 2, working with commune staff to support households in installing and using digital applications.

Experience from the field shows that digital transformation in remote communes like Chiềng Sinh succeeds only when paired with a “hands-on guidance” approach. For many, especially the elderly, concepts like “online public services” or “digital applications” remain unfamiliar. But once they are personally guided to download, install, and practice on their own phones, they begin to see the convenience and benefits digital platforms offer.

Youth volunteers patiently explain the advantages of VNeID for replacing personal ID documents, the convenience of VssID for medical visits, or using Điện Biên Smart to submit suggestions. In just one morning per village, over 30 residents received help installing apps and, importantly, were trained to operate them independently. Small local businesses were also advised on e-commerce, online sales, and promoting local products digitally.

Lò Văn Hồng, Youth Union Secretary of Chiềng Sinh, emphasized: “Youth play a crucial role in digital transformation. This campaign is a core task for us. It not only helps residents access technology but also enhances digital skills and awareness among our members, driving digital transformation across the commune through concrete, practical actions.”

New terms like “VNeID”, “VssID”,  “online public services”, and “cashless payments” are becoming familiar to highland residents in Chiềng Sinh.

Thanks to coordinated efforts across all levels of local governance, the campaign is gaining strong momentum. Each resident mastering a new digital skill becomes a “digital ambassador,” guiding relatives and neighbors, creating a ripple effect. Once accustomed only to farming, highland residents are now learning terms like “VNeID,” “VssID,” “online public services,” and “cashless payments”.

The campaign “visit every alley, knock on every door, guide every resident” not only gives people access to technology but also narrows the digital divide, ensuring all residents benefit from digitization. It is a concrete step toward realizing the province’s goals of digital government, digital economy, and digital society.
