Passionate, dedicated, and skilled in mobilizing the community, leading by example in every activity are the secrets to Lê Văn Toàn’s success in fulfilling his mission. Formerly the Chairman of the chapter of the province’s Vietnam Fatherland Front Committee in Mường Thanh ward (Điện Biên Phủ city), Toàn, now retired, continues to serve as the head of the chapter’s working board in Residential Quarter 3. In his community, Toàn participates in every task with a model spirit, fostering unity at the grassroots level.

In a community with numerous businesses, waste disposal became an issue affecting the urban landscape. Toàn worked closely with the working board’s members to implement tasks related to environmental protection. Weekly, he and representatives from local organizations check and remind residents about waste management. They also mobilize the public to clean up polluted places, preserve the environment, and create a green, clean, and beautiful environment in the residential quarter. This effort successfully addressed the issue of improper waste disposal, reducing pollution.

According to Toàn, the working board’s members must cleverly combine activities with local economic, cultural, and social development tasks. In their campaigns, they must be close to the people, consult with them, and address disagreements in a clear and convincing way to ensure the people’s understanding and participation.
Creating unity in the community
In the hamlet of Bắc 1, Lay Nưa commune, Mường Lay town, the local community has greatly improved thanks to the efforts of the working board of the town’s chapter of the Vietnam Fatherland Front Committee and local people. The hamlet’s landscape has improved, and people’s lives have gradually improved, forming a civilized, neat, and orderly lifestyle. Điêu Thị Giêng, Head of the working board, actively communicated the importance of maintaining environmental cleanliness, proper waste disposal, and livestock farm management. With the community’s understanding of these benefits, the residents rallied together to clean the streets, plant flowers along roadsides, and establish a well-organized lifestyle. Bắc 1 hamlet has become a bright spot in the local movement for civilized hamlet building.

Over the years, these boards’ members have focused on understanding the people’s needs, promptly reflecting their aspirations and suggesting solutions to local economic, social, and welfare development. They actively monitor government activities, and the role of the Front and mass organizations has been firmly established.”
