With the active participation of the provincial Women’s Union, the provincial Border Guard Command, and partner units, the program has generated many practical activities that improve the lives of women in border regions while strengthening the bond between the military and the people.
Since its launch in 2018, the Vietnam Women’s Union has assigned the Hanoi Women’s Union and other partner provinces to work with the Điện Biên Women’s Union and the Border Guard. Together, they have carried out many practical and effective activities. More than VND 9 billion has been mobilized for the program, of which support from provincial Women’s Unions and partner units accounts for over VND 6 billion.
This valuable resource has been translated into sustainable livelihood models, charity houses, and practical community projects. Thousands of gifts and scholarships have been delivered to disadvantaged women, policy beneficiary families, and underprivileged students, becoming a source of motivation for them to rise above hardship. More importantly, the program not only provides material assistance but also nurtures a spirit of sharing, connection, confidence, and aspiration for a better life. Thanks to this, many women in border areas have become more self-assured, working to improve their lives and contributing to peace and development along the nation’s frontiers.

Speaking about the significance of the program, Ms. Pờ Diệu Ninh, Vice Chairwoman of the provincial Women’s Union, affirmed: “Accompanying Women in Border Areas” is a correct policy that concretizes the Party and State’s guidelines on socio-economic development linked to consolidating national defense and security in ethnic minority and mountainous regions. It gives special attention to women in border areas, enhancing their role in families and communities.
The joint efforts of local Party committees, authorities, and the provincial Border Guard have ensured the program’s widespread impact. Border Guard posts have contributed hundreds of working days, sending officers and soldiers to provide technical guidance and directly assist women in building livelihood models, learning legal knowledge, and improving the quality of union activities. Women’s Unions at all levels, in coordination with the Border Guard and other organizations, have supported disadvantaged women with specific, locally appropriate initiatives: from providing seedlings and livestock, building or repairing charity houses, and contributing labor and materials, to launching movements such as “Women’s Flower Roads” and “Clean Houses, Beautiful Gates.” These efforts have helped change the face of rural border areas.
Between 2021 and 2025, Women’s Unions and the Border Guard have contributed over 7,000 working days and provided 12,600 plants and animals for livelihood models. They have also mobilized 100 collectives with over 12,900 individuals to manage nearly 400 km of border roads, and 98 collectives with more than 13,000 individuals to safeguard 146 border markers and 10 border facilities. In addition, 315 groups with over 2,000 members have voluntarily undertaken to maintain village and hamlet security.
Senior Colonel Lê Đức Nghĩa, Deputy Political Commissar of the provincial Border Guard Command, emphasized: “The Border Guard always works closely with the Women’s Union in implementing the program. In addition to safeguarding territorial sovereignty, we pay special attention to communication and mobilization so that women in border areas follow the Party and State’s policies. We also help build charity houses, guide livelihood development, and create opportunities for women to improve their lives. This affirms the crucial role of border women in both developing their homeland and safeguarding national sovereignty.”
During the 2021-2025 phase, the program has gained the enthusiastic participation of agencies, organizations, and thousands of members, women, officers, and soldiers. Partner units have proactively coordinated with grassroots Party committees and authorities to organize practical, sustainable support activities suited to the realities of border communes. The program has significantly improved the material and spiritual lives of women and local people, inspired resilience, mobilized social resources, and strengthened solidarity in building strong, secure border communities.
