At 6:00 AM, on the construction site of the Multi-level Primary and Secondary Boarding School in Nà Bủng commune, hundreds of workers are already present at their construction positions. Taking advantage of the favorable weather, teams of workers urgently execute their assigned tasks and components, striving to complete the structural framework before the peak of the rainy season. The labor atmosphere unfolds continuously and rhythmically, demonstrating the high determination of the investor and contractors in this race against time.
The Nà Bủng Multi-level Primary and Secondary Boarding School project commenced at the end of 2025 with a total investment of VND 220 billion. To date, site clearance work has been fully completed, and the construction and installation value has reached approximately 64% of the contract volume. Regarding funding, the project has been fully allocated VND 220 billion, with cumulative disbursement reaching nearly 55% of the plan.
Trịnh Văn Tý, Chief Construction Engineer of Minh Khôi Construction Investment and Development Company, stated: “Our unit regularly maintains 300 to 350 engineers and workers on the construction site. Currently, the contractor is arranging extra shifts and crews, focusing on completing outdoor components. Once the peak rainy season begins, we will shift to indoor components to safeguard the overall progress. We identify this as a project of special significance, so all units are determined to finish before August 30, in time for the new school year.”
Similarly, the construction site of the Multi-level Primary and Secondary Boarding School in Sín Thầu commune maintains a highly urgent construction pace. This is a remote area with difficult travel conditions, presenting numerous obstacles in transporting materials and mobilizing human resources. However, units have proactively formulated appropriate construction plans, capitalizing on every single day to accelerate progress.
The Sín Thầu Multi-level Boarding School’ project has a total investment of VND 197 billion. As of June 19, the ground leveling component is 100% complete; many main structures, such as the junior high subject-specialized building and the library, have reached about 65% completion; the teachers’ official residence stands at 60%; the junior high theoretical classroom building is at 55%; the primary classroom building is at 50%; the administrative building is at 45%; and the newly built boarding block has reached approximately 40%. Auxiliary components are about 80% complete, in which the wire network system and substation have been completed and put into use. The overall project has currently achieved nearly 55% of the construction volume.
Nguyễn Xuân Kỳ from Phúc Linh Co., Ltd. in Điện Biên province, shared: “The enterprise has recruited additional labor from both inside and outside the province, maintaining over 300 workers regularly on-site. Construction teams are arranged to work day and night, prioritizing the completion of outdoor components before the peak of the rainy and flood season. The contractor’s goal is to complete the entire project within August.”
According to a report by the Assisting Team of the Điện Biên provincial Boarding School Construction Steering Committee, the entire province currently hosts 15 multi-level boarding school projects. As of June 19, one unit - the Si Pa Phìn Multi-level Boarding School - has been completed and put into operation; nine schools commenced in 2025 with a total investment of over VND 1,896 billion are focusing heavily on construction, with construction volumes reaching between 53% and nearly 80%; the remaining five schools, with a total investment of approximately VND 1,370 billion, are finalizing investment procedures for deployment.
To enable the projects to finish on schedule, over the past months, Điện Biên province has mobilized the involvement of the entire political system. Provincial leaders frequently visit each project directly to conduct field inspections, grasp the situation, promptly resolve difficulties and bottlenecks, and encourage construction units. Through each inspection, specific tasks are assigned clearly to designated people with clear jobs and deadlines, demonstrating a high determination to complete the structures on schedule.
Alongside requiring contractors to maximize human resources and equipment and organize construction scientifically, provincial leaders also assigned concrete tasks to each department and sector. The Department of Construction is responsible for regularly updating and announcing construction material prices close to market realities, allowing investors and enterprises to remain proactive in managing construction. The Department of Finance provides timely advice to handle funding shortages or arising demands for supplementary capital. The Department of Agriculture and Environment directs the finalization of remaining site clearance options, ensuring completion before June 30 as planned. For commune People’s Committees, they must enhance coordination to completely resolve each arising bottleneck, creating favorable conditions for construction units.
Driven by the drastic direction of the province, the synchronous involvement of departments, sectors, and localities, along with the determination of investors, contractors, and the consensus of the public, the multi-level boarding school structures along the borderlands continue to stay firmly on schedule day by day. Everyone shares the same goal: ensuring border-region students can welcome the new school year within brand-new, spacious, and modern schools.
