Responding to this aspiration, the Party and State have prioritized the nationwide program to eliminate temporary and dilapidated housing. Through the collective responsibility of the entire political system and the spirit of “those with strength contribute labor, those with wealth contribute resources,” a massive mobilization took place over the past year.
Nationally, the program completed over 260,000 houses for the poor, near-poor, and ethnic minority communities. In Điện Biên alone, more than 7,300 temporary dwellings have been transformed into steadfast homes. The smiles of residents receiving their new keys are the ultimate testament to the humanity of this program, ensuring that no one is left behind in the province’s journey toward development.
The necessity of permanent housing became tragically clear during the severe natural disasters of 2025. Many highland communities traditionally reside on steep slopes or near streams, where temporary housing offers little protection against extreme weather. In August 2025, devastating floods swept through the province, claiming 10 lives, injuring 14, and damaging over 1,000 homes.
The hardest-hit area was Háng Pu Xi village in Xa Dung commune, along with several other communes like Na Son, Sín Thầu, and Pu Nhi. In a single night, the entire village of Háng Pu Xi was buried under mud, rocks, and fallen trees. Faced with this immense loss, the provincial military and local authorities launched a “30-day high-speed” campaign to relocate residents and reconstruct their lives.
Beyond the 21 newly completed homes in Háng Pu Xi that were finished in just over a month, the broader recovery effort included building 80 new houses, repairing 241 others, and installing a synchronized infrastructure of roads, electricity, and clean water.
The program to eliminate temporary housing is about more than just bricks and mortar; it is an investment in social security and sustainable poverty reduction. By providing a secure place to live, the province allows its citizens to focus their energy on production and livestock, supported by concurrent livelihood assistance policies.
The successful completion of these homes stands as a powerful symbol of solidarity between the government, the armed forces, businesses, and the people. As these new resettlement areas begin to thrive, they mark a significant milestone in Điện Biên’s efforts to ensure that every citizen can enjoy a warm, stable, and hopeful future.
