In this context, the provincial People’s Committee promptly issued decisions to second officials and civil servants from the province level to support the grassroots level. To date, this secondment policy has shown clear effectiveness, contributing significantly to helping the commune-level government apparatus stabilize and operate smoothly.
The provincial People’s Committee has seconded 52 civil servants and public employees from the province level to support commune levels. Simultaneously, the provincial Department of Health was directed to strengthen management at commune health stations to assist the local People’s Committees in healthcare management.
For election tasks, the provincial People’s Committee seconded 27 civil servants to help communes carry out their work. This secondment has been implemented for the right subjects, closely matching the actual needs of each locality and fitting the professional expertise of the officials. Fields currently lacking human resources or facing many new tasks, such as construction, industry, trade, and information technology, have been prioritized for support. This has provided timely assistance to commune levels, reducing workload pressure while improving the quality of consultation and task execution.
Practical experience at the grassroots level shows that the seconded officials have quickly adapted to their new working environments, grasped local situations, and utilized their professional capacities effectively. Along with supporting administrative tasks, many officials have proactively advised on practical solutions to promote local socio-economic development.
In Tủa Thàng, a particularly difficult commune with high poverty rates and an economy based on small-scale agriculture and forestry, the imprint of seconded officials has created a distinct shift. Seconded by the provincial People’s Committee since October 2025, Vũ Đức Việt from the provincial Department of Industry and Trade quickly surveyed the area and recognized a great need for trade, despite a lack of markets. Based on this reality, he advised the commune People’s Committee to organize a highland market at the Tà Huổi Tráng intersection.
After a period of implementation, the Tủa Thàng highland market with over 70 stalls has entered stable operation, gradually becoming a trading hub for local people. This model not only helps consume agricultural products and create livelihoods but also preserves and promotes the traditional cultural identity of highland ethnic groups.
Phạm Hoàng Long, Chairman of the Tủa Thàng commune People’s Committee, noted that the seconded officials have effectively utilized their professional expertise and experience to provide timely and practical advice, opening new directions for the local economy.
In Mường Lạn, secondment has also shown clear results across many fields. Hoàng Văn Sơn from the Area I Project Management and Land Fund Development Board was assigned to handle transport and construction. Upon arriving at the commune, he quickly reviewed local projects and advised the commune leadership on investment preparation while coordinating with relevant units to ensure project progress and quality. Alongside his advisory role, he focused on guiding local specialized staff to improve their capacity in the construction field. Hoàng Văn Sơn shared that his goal during the secondment was to help the commune and its staff grasp the basics of construction and resolve existing obstacles to enhance local management capacity.
In the field of information technology, Trần Xuân Ngọc from the provincial People’s Committee Office proactively surveyed the entire IT system in Mường Lạn to identify limitations. Based on this, he advised the commune leadership on developing an IT application plan to promote digital transformation in management and citizen services. He directly guided commune officials and civil servants in using digital platforms. These initial shifts in technology application have helped the commune authorities improve its operational efficiency, gradually building a modern and transparent working environment.
In addition to supporting specialized fields, the provincial People’s Committee recently seconded officials to support communes in preparing for and organizing the election of deputies to the 16th National Assembly and People’s Councils for the 2026-2031 term. With the participation of seconded personnel, communes received active support in drafting documents and professional procedures, ensuring that all steps were implemented according to regulations and on schedule.
Trương Hồng Bách, Chairman of the Búng Lao commune People’s Committee, stated that the support of seconded officials helped the locality resolve many difficulties during the election preparation, leading to a successful, safe, and legal election with a 100% voter turnout.
The reality shows that many localities across the province have recorded positive contributions from the seconded force during the election process, helping Điện Biên become one of the localities with the highest voter turnout in the country. Evaluating this policy, Nguyễn Tiến Đạt, Director of the provincial Department of Home Affairs, affirmed that seconding officials to the grassroots level is a suitable and timely solution during the initial operation phase of the two-tier local government model. He emphasized that the success of this work lies in appointing the right people with the right expertise to meet actual local needs, combined with close coordination between seconded officials and grassroots-level authorities.
From these initial results, it can be confirmed that the secondment of officials is acting as an important “lever” helping communes quickly stabilize their organization and improve their management capacity. The practical experience and effective methods established and transferred will continue to spread value, creating a solid foundation for commune-level governments to operate smoothly, stably, and increasingly professionally in the coming period.
