As soon as the new administrative model came into operation, the Youth Union of Mường Thanh ward quickly deployed its members to be on duty at the Public Administrative Service Center. Ms. Trần Thị Phương Hoa, Secretary of the ward Youth Union, shared: “Following the directives from higher levels, we assigned young members with technological knowledge and digital skills to assist people in completing administrative procedures quickly and effectively. This is not only a task but also an opportunity for local youth to affirm their role in the national digital transformation process.”
At the Public Administrative Service Center of Chà Tở commune, within just over 20 days of operation, the number of residents and businesses coming to complete procedures has surged. Thanks to the serious and responsible work ethic of officials and the enthusiastic support of youth members, both in-person and online procedures have been handled smoothly without interruption.

Ms. Lèng Thị Nụ, a member of the commune’s youth branch in Chà Tở, explained: “We organized citizen flows based on service categories to maintain order at the administrative reception area, and we provided clear answers to procedural questions. We also assisted residents in installing and using the VNeID digital identification app, registering for civil documents, making health declarations, and accessing digital social insurance services.”
Commenting on the contributions of youth union members, Mr. Bùi Quang Định, Vice Chairman of the People’s Committee and Director of the Public Administrative Service Center in Nà Hỳ commune, said: “In the early days of operating under the new administrative model, the center received a large number of applications daily from individuals, organizations, and businesses. Thanks to the support of youth volunteers, people have gradually become familiar with the new location and processes. These young members work responsibly and attentively, explaining clearly, which helps everything go smoothly.”
As part of the 2025 Summer Youth Volunteer Campaign, 100% of local youth unions across communes, wards, and affiliated units have established volunteer teams to support newly merged local governments. These teams were trained before deployment, covering skills such as using digital public services, community communication, and real-world problem-solving.
In practice, the teams directly assist citizens in completing administrative procedures and using Level 3 and 4 public services at commune-level public service centers throughout the week during working hours. They also help people register for documents, make medical declarations, and access digital social insurance services.
Beyond administrative support, youth unions have also launched volunteer teams to implement the “Digital Literacy for All” movement. Youth members help residents install and use computers, smartphones, internet access, social media safely and effectively, and basic office software. They also support citizens in accessing and using the VNeID digital ID application and integrating its features. Furthermore, youth members are trained in AI applications, provide digital transformation knowledge and skills to the community, support agricultural restructuring, and guide the adaptation of crops and livestock suitable to local conditions. Training and the transfer of scientific and technological advances are also provided to local farmers.
Youth unions at various levels have also implemented projects to digitize information and apply artificial intelligence in tasks such as digitizing documents in agencies, medical records in hospitals, and library resources in schools. They also help individuals establish and use personal digital signature systems.
Recognizing the challenges of operating in a mountainous province with a large ethnic minority population, youth unions have effectively utilized local ethnic minority youth members who are bilingual, fluent in both the national language and their native tongues. These bilingual volunteers serve as essential “bridges,” helping residents who are not fluent in Vietnamese understand and complete all administrative procedures in accordance with regulations.
Through practical and meaningful actions, Điện Biên’s youth are contributing to realizing the goal of a “service-oriented government” by helping people quickly access digital utilities. This is also a valuable opportunity for each youth union member to grow and develop, affirming their pioneering, innovative, and volunteer role in serving the community.
